PRIMARY DUTIES & RESPONSIBILITIES: The Acquisition Analyst (ACQAN) will provide Program Analyst support to Marine Corps System Command's (MCSC) Technical Control and Analysis Center Project Office. Primary duties and responsibilities for the Acquisition Analyst include, but are not limited to: * Providing timely and accurate Program Management advice and support to the Team Leader, Project Officer, and other members of the Program Management Office * Apply DoD 5000.01/02 and MCSC acquisition processes, procedures, and Project Management fundamentals to plan and execute acquisition programs * Expertly apply DoD/MCSC acquisition knowledge to prepare and staff required acquisition documentation such as Acquisition Program Baselines, Acquisition Strategies, Acquisition Plans, and detailed Project Schedules * Draft, update and review Program documentation, briefs, point papers and presentations for Program executive decisions, Milestone approval, and IPT meetings * Monitor, review, draft, update and/or implement Program Plans and Acquisition Milestone documentation * Generate and maintain Work Breakdown Structures, Integrated Master Schedules and Project Schedules * Review, draft, update, monitor and/or effectively implement the Risk Management Program / Processes to include development and maintenance of Risk Registries, Risk Mitigation Plans and documentation * Draft, maintain, and update the Cost Analysis Requirements Document * Draft, maintain, and update the Naval Probability of Program Success brief * Draft, maintain, and update the Acquisition Documentation Checklist and Tracking system for all assigned Acquisition Documentation and Memoranda * Draft, review, and update Project Management correspondence * Support Project related Technology / Market Research, Analyses and Trade Studies * Attend and participate in Integrated Product Team discussions and meetings * Track assigned documentation and correspondence to ensure on-time completion, adjudication and/or approval Additional duties and responsibilities may include, but are not limited to: * Ensure regulatory and policy compliance * Apply knowledge of defense acquisition processes to support customer Program and Procurement Managers in the analysis and improvement of acquisition processes, policy, and procedures * Devise strategies and methods for deploying and implementing new acquisition policy initiatives and measuring the effectiveness of implementation within area of responsibility * Use quantitative, analytical, and tracking techniques to assess acquisition performance and process issues * Develop risk reduction/mitigation approaches for improving acquisition / Program planning, control, and execution * Conduct contractual activities with the customer, functional organizations, vendors, and/or sub-contractors * Provide information to evaluate Program performance for adherence to established requirements * Monitor and report performance against plans to ensure that contractual, cost, and schedule objectives are met * Interface with Executives, Program Managers, Engineers and Infrastructure Managers in accounting, property, security, shipping/receiving, information technology, facilities, and contracting * Occasional Travel to CONUS/OCONUS locations may be required (approximately 5%) Scientific Research Corporation offers a competitive salary, an extensive benefits package and a work environment that encourages excellence. [*MON *CB] MINIMUM SKILLS & REQUIREMENTS: * Five (5) years Acquisition Management experience with Marine Corps Systems Command * Possess extensive knowledge of DoD 5000 and MCSC Acquisition Policies, Processes and Procedures * Must sign and abide by a Non-Disclosure Agreement protecting Government and Industry information * Exceptional working knowledge of Microsoft Office applications such as Word, Excel, PowerPoint and Project * Exceptional writing, communication, presentation, and interpersonal skills as daily interaction with the Government customer will be required DESIRED SKILLS & REQUIREMENTS: * Specific Acquisition Management experience supporting Marine Corps Systems Command Program Manager, Information System Acquisition Programs * Expert knowledge of DoD 5000 and MCSC Acquisition Policies, Processes and Procedures * Extensive knowledge and understanding of Marine Corps SIGINT/EW units, operational concepts and operational employment * Extensive organization skills and ability to perform detail-oriented tasks with minimal supervision and broad direction * Proactive Team Player with exceptional problem solving, analytical and technical skills supporting the ability to prioritize and coordinate multiple tasks simultaneously * Previous DoD 5000 and MCSC Acquisition experience as an Active Duty member of the Marine Corps * Previous operational experience as an Active Duty member of the Marine Corps Intelligence, Surveillance and Reconnaissance Enterprise EDUCATION: * Bachelor's degree in Business Administration, Engineering, a related field, or equivalent experience * Possess DAWIA Level 1 qualification in the Program Manager Career Field or equivalent certification / experience * Ability to obtain and maintain a Project Management Professional Certification from the Project Management Institute, or equivalent, within 6 months of hire THIS POSITION REQUIRES THE ABILITY TO OBTAIN AND MAINTAIN A TOP SECRET CLEARANCE WITH SENSITIVE COMPARTMENTALIZED INFORMATION ACCESS AT MINIMUM, AN ACTIVE SECRET CLEARANCE IS REQUIRED FOR CONSIDERATION, ACTIVE TS/SCI PREFERRED Equal Opportunity Employer Minorities/Women/Protected Veterans/Disabled
