Supporting the Most Exciting and Meaningful Missions in the WorldProgram ManagerJob DescriptionTo provide personnel and administrative support services for a federal client, responsible for directing multiple large revenue and a large personnel security program. Duties may include, but are not limited to:Must collaborate with corporate functional support staff eg, Contracts Manager, Project Control Officer, Human Recourses, Corporate Directors, Vice Presidents, Presidents, and Chief Officers. Collaborate with corporate functional support staff for answers and guidance to manage the programs effectively. Sole responsibility of maintaining high customer satisfaction. Serves as the Contractor's Key contract manager, and shall be authorized to interface with the Government Contracting Officer (CO), the Contracting Officer's Representative (COR), government management personnel and customer agency representatives.Responsible for formulating and enforcing work standards; assigning Contractor schedules; reviewing work discrepancies; supervising Contractor personnel; assisting in task performance; preparing, reviewing and submitting required reports and communicating policies, purpose and goals of the organization to subordinates.Shall be responsible for the overall contract performance and quality assurance.Responsible for all aspects of project performance (ie technical, contractual, administrative, financial, etc.), including supervision of contract personnel in all aspects of project activity.Exercise oversight of all facets of the contract to include interfacing with the Contracting Officer (CO), Contracting Officer's Technical Representative (COTR) and key members of the COTR's staff.Responsible for promulgation of information pertinent to the contractor staff execution of duties.Possess working knowledge of the Joint Personnel Adjudication System (JPAS), Case Adjudication Tracking System (CATS), Electronic Questionnaire for Investigations Processing (e-QIP), Defense Central Index of Investigations (DCII), Defense Employee Interactive Data System (DEIDS), Office of Personnel Management (OPM), Suitability/Security Investigations Index (SII), and Personnel Investigations Processing System (PIPS) personnel security applications/systems.Provide accurate and complete data concerning Case Processing and Call Center Support activities and performanceSummarize the workload volume, completion, and any obstacles encountered for the previous weekProcessing of corporate time and attendance reports; local and bureau-wide travel; and administrative pay benefits issue(s).Ensure that suspense requirements are met and that products and support services are in accordance with contractual requirements.Responsible for oversight and evaluation of performance of the contractor personnel, and for the recruitment, screening, selection and placement of contractor personnel in Personnel Security Program.Interface effectively with customers and deliver quality products and program/project conclusions on time and within budget.Prepare briefings and other materials, as related to the Personnel Security Support.Plan, organize, coordinate and administer work assignments set forth in delivery orders, and ensure that all reports are prepared and submitted as required.Review, evaluate and adjudicate reports of investigation, personnel files, and other records to determine whether to grant, deny, revoke, suspend or restrict security clearances consistent with suitability issuesWritten and oral communications skills commensurate with a supervisory management position.Deal effectively with individuals at all organization and management levels both within and external to the agency.Manage the contractor personnel assigned to several different program office(s). Required QualificationThe minimum experience and education requirements for this position are:Bachelor of Arts/Bachelor of Science or higher degreeThree (3) or more years of Program Management experienceDemonstrated ability to multi-task in areas concerning performance reporting and personnel duty scheduling.Demonstrated ability to draft (or contribute to) Standard Operating Procedures (SOP) and Work Instructions (WI) prescribing daily procedures in support of the PWS requirements.All applicants must be able to obtain a government security clearance; position requires US citizenship.Preferred QualificationsExperience in managing large scope, multiple location, Federal Government contracts.Bachelor's or Master's degree in Business ManagementKnowledge of DOD processes and proceduresAn Equal Opportunity Employer.
