  • Additional Requirements:

    The candidates academic or career goals must be related to the position that they are appointed to. To qualify for the USDA Pathways Internship Program, applicants must meet the following requirements:

    • Must be enrolled at least on a half-time basis or accepted for enrollment as a degree/certificate seeking student
    • Must be in good academic standing as defined by the academic institution
    • Must submit unofficial transcript(s) or verification documentation. Official transcripts will be required if the applicant is selected for a position.
    • Must be eligible for the Pathways program for the duration of the appointment.
    • Complete at least 640 hours of work experience acquired through the Internship program prior to graduation.
    If you are selected for a position with further promotion potential, you will be placed under a career development plan and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.

    Interns may be non-competitively converted to a term or permanent position in the competitive service. To be eligible for conversion the Intern must meet all of the following:
    • Must be a U.S. citizen at the time of non-competitive conversion to a term or permanent position.
    • Complete at least 640 hours of work experience acquired through the Internship program prior to graduation.
    • Complete a degree or certificate program from a qualifying educational institution.
    • Receive a favorable recommendation by supervisor.
    • Meet the qualification requirements of the position being converted to.
    • Meet any agency specific requirements as outlined in the Participant Agreement.
    • Perform the job successfully.

    Applicants must meet the definition of a student – be enrolled or accepted for enrollment in an accredited technical or vocational school, two-year or four-year college or university, graduate or professional school. Individuals who are enrolled must be taking at least a half-time academic course load leading to a degree or certificate. A certificate program is defined as a post-secondary education, in a qualifying educational institution, equivalent to at least one academic year of full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum.

    Candidate must meet all the qualification requirements by the closing date of the announcement. The minimum qualification requirements for each grade level of this vacancy announcement are described below:

    For GS-04: Completion of an associate's degree or 2 academic years of post-high school study

    Note: One full academic year of undergraduate; graduate; vocational; trades; technical or high school is the number of credit hours by the college, university or school to represent 1 year of full-time study.

    All academic degrees or course work must be completed in an educational institution that has obtained accreditation from an accrediting body recognized by the U.S. Department of Education.

    This position has a positive education requirement. The student must be currently enrolled in an accounting degree program that will satisfy on graduation the specific requirements in the qualification standard for the position.

    Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    OR

    Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicants background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicants education, training, and experience fully meet the specified requirements.

    The term positive education requirement refers to an Office of Personnel Management (OPM) determination that the duties of a scientific, technical, or professional position cannot be performed by an individual that does not have the prescribed minimum education.     • Background Investigation and Fingerprint Check: Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.
