Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. (If you have not held a GS grade at any time in the past 52 weeks, this question does not apply to you.) For this vacancy, applicants must have held grade GS-12 or higher for at least one year to be eligible for the GS-13 grade level of this position. Applicants must have held grade GS-11 or higher for at least one year to be eligible for the GS-12 grade level of this position. You may qualify based on your experience, as described below:
Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

In addition to meeting the experience requirement above, applicants must also meet the specialized experience requirement listed below.
For the GS-12 level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience includes a working knowledge with and utilization of HP VMS and Linux operating systems. Performs troubleshooting, maintenance and configuration changes in accordance with approved change order policies within the region as it relates to business systems technology which includes VistA hardware, operating systems, and databases. Utilizes experience, discretion, judgement and knowledge in the planning, execution, operation and maintenance of business systems technology. Creates and maintains documentation on business systems technology to include configuration standards, as-built diagrams and historical and trending information. Reviews directives, policies, programs, enterprise-wide functional user requirements and acquisition strategies/vehicles for program related issues to determine the impact and implications in supporting information systems.
For the GS-13 level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience includes a working knowledge with and utilization of HP VMS and Linux operating systems. Performs troubleshooting, maintenance and configuration changes in accordance with approved change order policies within the region as it relates to business systems technology which includes VistA hardware, operating systems, and databases. Plans, coordinates, develops, improves and implements efficient and economical management of information systems in support of Service Line activities. These multi-user systems include: supply, maintenance, requirements, procurement, budget and personnel. Accomplishes long and short-range projects in the modification of systems, software, hardware, and networks. Develops or provides guidance for the management information concepts and requirements. Conducts applied and supporting research for management information systems by meeting with functional specialists to determine information needs. Applies the knowledge of existing information systems and computer capabilities develops new information systems. Applies limited functional knowledge of material, acquisition, performance indicators, logistics, production base support, budget, personnel, cost, disbursement, reimbursement, executive message systems and energy consumption in developing new and/or improved information systems. Applies extensive knowledge of changes in state-of-art regarding integrated information and control systems analysis and other scientific management techniques used in the development of information systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
