  • This position has a Basic Requirement for the 1102 series:

    Basic Requirements for the 1102 series: a baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND you must have completed at least 24 semester credit hours (or the equivalent) of study from an accredited institution of higher education in any of the following disciplines: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.

    Exception: Employees currently in GS-1102 positions will be considered to have met the standard for positions if they have been in an 1102 position since October 1, 2000. An SF-50 much be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception.

    You must have one year Specialized Experience equivalent to the GS-07 for the GS-09, one year Specialized Experience equivalent to the GS-09 for the GS-11, and one year Specialized Experience equivalent to the GS-11 for the GS-12 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume.

    Specialized experience required for the GS-09 position is:
    • Adhering to full compliance, as required by FAR, DFARS and other government regulations, for all assigned procurements of strategic procurement performance
    • Assisting in the negotiating offers within the branch when negotiations (or discussions) are required
    • Assisting in contract monitoring to include monitoring orders, tracking of costs incurred against overall contract maximum, overall compliance with contract terms and conditions, delivery or performance in compliance with the contracts schedule, and final payment
    • Maintaining technical proficiency by keeping current with FAR, DFARS, and DPAP regulations and policies

    Specialized experience required for the GS-11 position is:
    • Ensuring full compliance, as required by FAR, DFARS and other government regulations, for all assigned procurements of strategic procurement performance
    • Assisting in the negotiating process when negotiations (or discussions) are required, to include planning the negotiation strategy or preparing discussion questions/evaluation notices, coordinating the negotiation/discussion strategy with negotiation team, leading the negotiations/discussions in accordance with FAR and DFARS requirements, and obtaining revised proposals at the conclusion of negotiations/discussions
    • Assisting in robust market research that fully identifies and answers all relevant contractual questions associated with market research
    • Performing contract monitoring to include monitoring orders placed and conducting ordering officer reviews for indefinite-delivery type contracts, tracking of costs incurred against overall contract maximum, overall compliance with contract terms and conditions, delivery or performance in compliance with the contracts schedule, and final payment
    • Maintaining technical proficiency by keeping current with FAR, DFARS, and DPAP regulations and policies


    Specialized experience required for the GS-12 position is:
    • Ensuring full compliance, as required by FAR, DFARS and other government regulations, for all assigned procurements of strategic procurement performance
    • Ensuring all procurement Management of Internal Controls (MIC) controls are fully complied with
    • Operating all procurement eBusiness systems proficiently, e.g., Procurement Desktop Defense, Federal Business Opportunities (FBO or FedBizOpps), Federal Procurement Data System- Next Generation (FPDS-NG), System for Award Management (SAM), etc.
    • Negotiating offers within the branch when negotiations (or discussions) are required to include, planning the negotiation strategy or preparing discussion questions/evaluation notices, coordinating the negotiation/discussion strategy with negotiation team, leading the negotiations/discussions in accordance with FAR and DFARS requirements, and obtaining revised proposals at the conclusion of negotiations/discussions
    • Performing contract monitoring to include monitoring orders placed and conducting ordering officer reviews for indefinite-delivery type contracts, tracking of costs incurred against overall contract maximum, overall compliance with contract terms and conditions, delivery or performance in compliance with the contracts schedule, and final payment
    • Presenting sensitive recommendations to the branch head to obtain concurrence and approval on generated contracting actions
    • Maintaining technical proficiency by keeping current with FAR, DFARS, and DPAP regulations and policies

    For GS-12, Substitution of education may not be used in lieu of specialized experience for this grade level.

    If substituting education for experience at the GS-09 level, you must possess a masters or equivalent degree OR 2 full years of progressively higher graduate education leading to such a degree, OR LL.B. or J.D., if related.
    If substituting education for experience at the GS-11 level, you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher graduate education leading to such a degree, OR LL.M., if related.

    ACQUISITION POSITION: This position requires Acquisition Workforce Level 2 Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.

    Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confident Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 30 August 1993.
