The primary purpose of this position is to provide the appropriate environment to support outstanding biomedical research directed towards significant human health issues and nonhuman primate health and biology. In conjunction with our Mission Statement, these values link this position to our purpose as a Center: * Commitment to Research * Teamwork * Accountability - Productivity * Communication Under the general direction of the WaNPRC Director, the Assistant Director of Finance manages financial aspects of the Washington National Primate Research Center (WaNPRC), overseeing both operating and construction budgets and managing all aspects of resource allocation in support of long term objectives and priorities. As a member of the Senior Management Team, the Assistant Director of Finance will play a critical role in partnering with the senior leadership team in strategic decision making and operations. The Assistant Director will also actively support the WaNPRC Core Values of Commitment to Research, Teamwork, Accountability and Productivity, and Communications, and foster development of these values throughout the Center. The Assistant Director will be a hands-on and participative manager, and will lead and develop an internal team to support WaNPRC financial services as well as provide guidance to Health Science Administration's Center for Shared Services financial services team. RESPONSIBILITIES Financial Management, Fiscal and Business Planning (90%) This position has overall responsibility and authority for all financial business functions of the WaNPRC, including all matters concerning budgeting, allocating, monitoring, and fiscal management of all financial requirements within the WaNPRC. This includes financial requirements for pre- and post-awards for all Core and Non-Core Grants and Contracts, infrastructure, operations, and construction/maintenance funding. Specific duties and responsibilities include providing oversight and leadership of financial business management, grants and contract management; active participation in the Senior Management Team; and supervisory management. * Responsible for financial operations including pricing and internal controls. * Responsible for all fiscal reports as required by funding agencies, researchers, Health Sciences Administration, UW Planning and Budgeting Office, and Grants and Contracts Administration * Responsible for monitoring, oversight, and management of all WaNPRC Indirect Cost Rates and the assignment of costs * Represent WaNPRC on audits while ensuring compliance with all regulatory requirements * Insure all Center financial operations and reports are consistent with University "best practices" model. * Work closely and transparently with all external partners including third-party vendors and consultants. Oversee negotiation of resolution to problems with vendors, involving University officials as appropriate. * Provide oversight for Health Sciences Administration (HSA) Center for Shared Services (CSS) Financial Services in the areas of purchasing, travel, reimbursements, billing, accounts receivable and aging, reconciliation and JVs, MAA financial reporting, and audit responses, as these services pertain to the WaNPRC. * Implement a robust contracts management and financial management/reporting system with just-in-time inventory management controls; ensure that financial data and cash flow are steady and support operational requirements. * Maintain and develop business policies and procedures to ensure compliance with University, State and federal regulations. * Update and implement all necessary business policies and accounting practices; improve the finance department's overall policies and Standard Operating Procedures (SOPs.) * Be responsible for maintenance of financial systems and recommend adjustments, improvements, and cost/benefit analysis and in the context of UW systems. * Oversee and lead annual budgeting and planning process; administer and review all financial plans and budgets; monitor progress and changes; and keep senior leadership team abreast of the organization's financial status. * Oversee and participate in the development of financial plans, practices, and policies that support the Center's research and strategic plan. * Analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; and oversee all financial, project/program and grants accounting. * Present and/or prepare (or oversee the preparation of) financial information for internal and external audiences, including the Center's National Scientific Advisory Board. * Oversee the preparation of costing studies and reciprocal analysis for internal and external audiences, including core staff, institutional officials, and the NIH. * Monitor funding and expenditure data and perform regular analysis; advise Director and Senior Management Team. * Management of significant trends or problems as they occur. * Serve as principal adviser to the Director and Senior Management Team on all matters to do with Grant & Contract (G&C) administration, accounting, and procurement. * Communicate financial information effectively to Director, Senior Management, and other staff as needed. * Forecast long-term financial opportunities and risks, and advise the Director appropriately. * Liaise with peer organizations, regulatory organizations, and G&C sponsors' business officers. * Maintain effective business relationships with federal sponsors, senior University officers, federal contracting officers, and officers at peer organizations. * Represent and advocate for the WaNPRC on matters involving G&C accounting and administration in interactions with the UW, other university departments, NIH, various research sponsors, and other external organizations. Management (10%) As a member of the Senior Management Team, participate in ongoing organizational development efforts directed towards improvement of efficiency and function. * Participate in ongoing planning and management discussions to successfully resolve pertinent issues and challenges. * Participate in long-range strategic planning processes to develop and implement effective strategic goals and directions for the Center. * Provide information and recommendations to the Director and Senior Management Team regarding finance and administration of the Center. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. DESIRED * Experience at an institution of higher education, UW experience especially desirable. * Functional working knowledge of UW financial systems and practices. * Experience in a research setting. * Experience with OMB Uniform Guidance and financial aspects of grants management. * LEAN or similar formal process improvement certification and training. * Fluency in cash basis and accrual basis accounting models. * Advanced Excel and PowerPoint skills.
