  • SPECIALIZED EXPERIENCE FOR GS-13: At least one (1) year of specialized experience at the next lower grade (GS-12 or its equivalent). Examples of specialized experience includes work where the incumbent mastered the concepts, principles, practices, laws, and regulations of budgeting and/or financing; routinely developed specific objectives and devised new methods, techniques, and criteria pertaining to such matters as identifying trends and patterns, acquiring information and analyzing data, modified systems to accept new kinds of data, developed solutions and presented findings; and interpreted available guidance for employees at the same or subordinate levels. Specialized experience includes developing, recommending, and implementing budgetary/financial policies in complex organizations, between an organization and other Federal, State, and local government, private industry, and/or large public organizations. Specialized experience could have been gained from interpreting/assessing the impact of new/revised Congressional legislation, on the formulation/execution of budgets; projecting and analyzing the potential effects of budgetary actions on program viability and attainment of program objectives; developing and rendering authoritative interpretations of executive orders, OMB guidelines/directives, Treasury Department regulations, judicial decisions, Comptroller General Decisions, and polices/precedents within and across Agency lines; developing new methods/techniques of budgeting for forecasting of long-range funding needs (3 to 5 years or more into the future); and/or developing timetables for obtaining needed funding for new or modifies substantive government programs. (NOTE: This experience MUST be well documented on your resume or application package.)

    Education is not substitutable for specialized experience for this grade level.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of and ability to interpret financial reports, schedules, and statements; and an understanding of budget and cost functions, interrelated activities, and statutory and regulatory requirements of a wide variety of DoD and Air Force activities.
    2. Comprehensive knowledge of financial management and budget formulation systems and concepts, and program policies, principles, and practices.
    3. Knowledge of Public Law, DoD and Air Force policies, processes, procedures, regulations, and directives governing financial management and budget formulation systems' processes and procedures.
    4. Ability to communicate effectively with others both orally and in writing, in working out solutions to problems or questions relating to work.
    5. Ability to prepare special studies and staff reports including the ability to meet emergency and/or changing system requirements within available resources and with minimum sacrifice of quality or quantity of work.
    6. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    This job does not have an education qualification requirement.
