SELECTIVE PLACEMENT FACTOR FOR THE GS-13: The selective placement factor requires: 1. Must have federal government experience with both federal formulation processes and federal execution processes. 2. Experience in defending related programmatic presentation and budget estimates to authorities, board reviews and Comptroller.
SELECTIVE PLACEMENT FACTOR FOR THE GS-14: The selective placement factor requires: 1. Must have experience with interpreting, assessing and projecting potential impact of new/revised Congressional legislation. 2. Experience in providing interpretations of executive orders and Office of Management and Budget (OMB) guidance within and across agency lines. 3. Experience in budget and/or finance for a national level program.
In addition, for the GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following specialized experience: 1) Advises on any of the phases or systems of budget administration; 2) Presents and defends budget estimates before authorities, including review and evaluate budget requests, control and reporting of obligations and expenditures; 3) Development, determination, and interpretation of budgetary policies and practices; 4) Serves as the primary financial analyst within the directorate and prepares senior executive-level budgetary, accounting, and financial reports to include status of historical, projected, and actual execution of personnel, travel, and supply costs. In addition, for the GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following specialized experience: 1) Oversees, performs, and effects financial management, accounting, and budget execution duties for DoD and non-DoD funding; 2) Establishes and maintains financial management and budget program accounting systems and controls, and ensures accuracy of budget, program, and execution data across multiple appropriations/funding sources; 3) Defines program and project priorities, participates in Integrated Product Teams; 4) Discerns competing priorities and reprograms funding as necessary in order to ensure proper funding strategy within appropriate DoD regulations, policies, and guidance; 5) Coordinates with multiple government agencies to ensure proper acceptance and execution of funding.
