CTC has an opportunity for a qualified Program Manager at Washington, DC. PROGRAM MANAGER Primary Responsibilities: CTC is seeking a highly motivated and qualified candidate to support to the Department of the Navy (DON) Resilient Energy Program Office. The ideal candidate would have knowledge of the Navy energy programs, and proven experience in developing policy, overseeing program development and working with management tools and databases. The successful candidate must possess a proven ability to work with and understand technical concepts, while also being able to communicate them to a broad audience. The ideal candidate will need to be self-motivated and a quick learner with strong research and writing skills. Some travel may be required. Review Department of the Navy strategies relating to third party financed energy projects, identify gaps and seams in the Department of the Navy's policies and legislative strategies Assist in the assessment of current partnerships with utility companies and public agencies as they relate to advancing DON energy security initiatives. Provide support to federal personnel in the development of policy, guidance, and legislation to address issues in achieving Navy's energy security strategy. Manage, analyze, and synthesize information for government employee's consumption and consideration in support of key decision briefs and procurement actions. Provide high level support to US Navy senior and executive leadership for energy security programs, including assisting in resolving project execution issues, developing and coordinating communications, meetings, and other special projects. In support of Navy portfolio, program and project managers, assist with tracking, reporting, and monitoring of energy security projects to facilitate timely program execution and risk management. Basic Qualifications: BA/BS in Engineering, Public Policy, Business, or related field plus 10 years related experience or MA/MS/MBA in related field plus 8 years related experience At least 10 years of proven experience and knowledge of energy resilience issues, policies, and programs; advanced education may be submitted in lieu of experience Capability to independently initiate and manage tasks, with a high degree of detail and process orientation Demonstrated experience managing government contracts or task orders with similar scopes Ability to manage and work in teams, and establish and maintain cross-functional and working relationships Work onsite at Naval District, Washington, DC with potential for travel. Excellent communication skills, both written and verbal Experience with Microsoft Office applications, including Word, Excel, and PowerPoint Preferred Qualifications: Certified Energy Manager or Program Management certifications Knowledge of Navy structure and operations Energy policy/regulation development, implementation, and/or oversight at a federal level, preferably within the Department of Defense, the Department of Energy, or the Department of Homeland Security Clearance: US citizenship required. The candidate must have the ability to obtain and maintain a Secret clearance and Common Access Card (CAC) Join us!
