Job Title: WATER/SEWER/STREETS TECHNICIAN III/IV (MULTIPLE VACANCIES) Closing Date/Time: Thu. 05/24/18 11:59 PM Eastern Time Salary: $35,464.00 - $59,633.60 Annually
Job Type: Full-Time Location: Water/Sewer/Streets Division - 4200 S. 28th Street, Arlington, Virginia       Arlington County's Department of Environmental Services has multiple vacancies for Technicians in the Water, Sewer, and Streets Bureau.  Current vacancies exist in the following areas:

Water Meter Service Group (2 vacancies - 1 full-time regular & 1 full-time, limited-term)
This position will be a part of a water meter maintenance team responsible for inspecting, maintaining, and replacing water meters, ranging in size from 1 to 8 inches in diameter. The focus of this crew is to ensure that the meters that provide documentation of water consumption and sewer utilization accurately record and report usage for billing purposes.

Specific duties include:
  • Locating and inspecting residential meters and meter vaults, installing meters, connections and comparing readings from the Automated Meter Reader (AMR) to the meter register;
  • Documenting meter readings, GPS locations, narrative notes and other data;
  • Reporting and correcting any improper meter modifications, installations or evidence of tampering;
  • Removing and replacing meters, meter registers and AMR devices; and
  • Operating a truck and other specialized equipment such as truck-mounted generators, basic hydraulic, electronic and manually operated tools and acetylene torches.
Water Distribution Service Group (1 full-time vacancy)
This position will perform as the senior member of a crew in performing the field work of the water system valve inspection program.

Specific duties include:
  • Locating valves, cleaning valve access or vaults, inspecting and performing light servicing of visible mechanical components, turning and exercising valves to determine functionality and making minor valve box adjustments as necessary, in addition to assisting crews with routine and emergency shut off's of valves;
  • Maintenance of fire hydrants and blow off valves, and documentation of the valve's GPS location, condition, results of exercising and other data; and
  • Operating a truck with a trailer and attached specialized equipment including truck-mounted generators, industrial vacuums and valve operating equipment.

Water Distribution Service Group (1 full-time vacancy)
This position will perform customer service within the Control Center and other various duties in support of field staff.

Specific duties Include:
  • Coordinating and monitoring the detailed operation of the County's water distribution system and assisting other operators from the Water Utility Control Center; Coordinates staff assignments relating to system operations troubleshooting, customer service;
  • Using investigative methods and specialized equipment to diagnose problems to support emergency maintenance and/or operations activities;
  • Creating and prioritizing work orders, reviewing plans/blueprints, water intersection and other maps to obtain information related to distribution system operation;
  • Providing Customer Service (answering phones and emails) from residents and within the organization; Responding to routine questions from the public or directing questions to appropriate supervisors or other responsible parties and dispatching the correct personnel to respond to requests;
  • Logging data of SCADA information from waterworks facilities; and
  • Identifying and resolving issues for remote site(s) with minimal supervision.
All positions also require the following to be successful:
  • Interacting and communicating with team members and County citizens/customers;
  • Using computerized maintenance record systems, asset management systems, and/or databases to track and document work and maintenance;
  • Providing technical expertise and training for new team members;
  • Consulting with the supervisor or team lead at the start of each day to receive specific team related work instructions, and providing updates and progress of work completed at the end of each day.

 Selection Criteria: Note: This recruitment may be used to fill other comparable trades vacancies within the Department of Environmental Services.

Minimum:
WSS Technician III:
A combination of education and experience that demonstrates the ability to operate hand and power tools, work outdoors in all types of weather, and follow verbal/written instructions, plus experience in construction or maintenance of water, sewer, or street systems.
Possession of a valid class "B" or "A" commercial driver's license is preferred.

WSS Technician IV:
A combination of education and experience that demonstrates the ability to operate hand and power tools, work outdoors in all types of weather, and follow verbal/written instructions, plus significant experience in the construction or maintenance of water, sewer, or street systems or directly related experience. Possession of a valid class "B" or "A" commercial driver's license is preferred.

Substitution: Additional experience may substitute for the education on a year for year basis.

Desirable: Preference may be given to candidates with one or more of the following:
  • Possession of a valid class "V" waterworks license;
  • Experience in construction, inspection and/or maintenance of water distribution and meters;
  • Working on water mains, meters, manholes or other public utility system(s);
  • Technical experience in water operations performing installation and repair of fire hydrants, meter boxes, and valve exercising;
  • Using Microsoft Office suite or related software and/or asset management system to perform administrative tasks and document work completed.

 Special Requirements: The applicant must possess a valid motor vehicle operator's license from the applicant's place of residence. If the applicant possesses a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record. Other positions for which this recruitment may be used to fill, may require a valid CDL with or without endorsements at time of application or within a specified timeframe normally not to exceed up to one year from hire date.

All positions require availability for call-back in emergency situations (water main breaks, etc.) and for assistance with snow removal operations.

Positions require learning and following all safety rules and regulations pertaining to job functions which includes attending all required safety classes and meetings in order to ensure a safe working environment and to ensure team members are practicing the required safety rules and regulations.

Work is generally performed outdoors and in all types of weather conditions and often near moving traffic. Some work may be performed indoors depending upon the work assignment. The work environment includes exposure to draft, noise, dust, grease, and dirt with extended periods of standing, walking, bending, stooping, and lifting light to heavy objects and equipment weighing up to 50 lbs.
 Additional Information: Work Hours: Normal work hours for these vacancies are 6:30 a.m. to 3:00 p.m., Monday through Friday. Occasional overtime and ability to work alternate shifts is required, and all positions require availability for call-back during emergency situations and snow removal operations.

Water Distribution employees in the Control Center will be subject to alternate work hours outside of normal 6:30 a.m. to 3:00 p.m. schedule.  Shifts will encompass weekends, holidays, evenings and nights as necessary to provide coverage for the 24-hour operation.

Shift A: 8:00 a.m. - 4:00 p.m.; Shift B:  4:00 p.m. - 12:00 a.m.; Shift C: 12 midnight - 8:00 a.m.
Shift premium paid for shift C, 2 days during the week.

This job announcement lists the salary range from entry level for WSS Technician III to the maximum level for WSS Technician IV. The salary ranges for each level are as follows, effective July 1, 2018:
  • WSS Technician III: $35,464.00 - $54,184.00/annually;
  • WSS Technician IV: $39,020.80 - $59,633.60/annually.
