  • In order to qualify for Health Communication Specialist, 1001, at GS - 12/13, you must meet the following:
    • GS-12: One (1) year of specialized experience which is equivalent to at least the GS-11 in the Federal service to include developing risk communications related to public health and/or safety initiatives intended for use by the public; developing internal and external communications programs and materials; and evaluating communications needs.
    • GS-13: One (1) year of specialized experience which is equivalent to at least the GS-12 grade level in the Federal service to include planning and managing risk communication strategies for public health and/or safety initiatives to ensure accuracy of communications; developing internal and external communications programs and materials; and planning and executing projects involving strategic communications components..

    Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.     ADDITIONAL CONDITIONS OF EMPLOYMENT:

    • If you are serving, or have served in the last 5 years (from 05/22/2018) as an Executive Branch political, Schedule C, or Non-career SES appointee, HHS/FDA may be required to obtain approval by the Office of Personnel Management (OPM) prior to beginning employment.
