  • - Specialized Experience: For the GS-09, you must have one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. Specialized experience for this position includes:

    • Collecting, analyzing, and summarizing evidence to support conclusions; AND
    • Researching laws, regulations, guidelines, and approved procedures and using this information to write findings; AND
    • Writing portions of work papers and evaluation reports; Writing recommendations based on analytical findings to improve a program; AND
    • Analyzing qualitative and quantitative data to compare real world conditions with desired outcomes.
    OR

    Master's degree or equivalent or 2 years progressively higher education leading to such a degree, or an LL.B. or J.D. if related.

    OR

    You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

    For the GS-07, you must have one year (52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal Service. Specialized experience for this position includes:
    • Collecting and researching data for studies or evaluations of programs or operations and summarizing your results; AND
    • Researching laws, regulations, guidelines, and approved procedures and using this information to write findings; AND
    • Gathering and analyzing data and using them to write conclusions and recommendations.
    OR

    One full year of graduate level education in a related field; or Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class); or grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.

    OR

    You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

    You must meet eligibility and qualification requirements by the closing date. You must answer all job-related questions in the job questionnaire.

    Eligibility:

    - Recent graduates who have completed, within the previous two years, a qualifying Associates, Bachelors, Masters, Professional, Doctorate, Vocational or Technical Degree or Certificate from a qualifying educational institution.

    - A Veteran who, due to a military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. In no event, however, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study. You MUST submit a copy of your D214 showing duration and dates of service.

    The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    If selected for this position, you will be required to:

    -Complete a one-year trial period (unless already completed).

    -Be willing to travel.
    -Test negative for the presence of illegal drugs before placement in this position and be subject to random drug testing thereafter.

    Category rating procedures will be used to rank and refer eligibles. Based on your responses to the online questionnaire, you will be assigned a score. Your score will determine in which of the three categories you will be placed: Categories are Best Qualified (BQ), Well Qualified (WQ) and Qualified (Q). Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.

    Qualified veterans with a service-connected disability of 10% or more will be placed at the top of the highest quality category.
