Specialized Experience: Experience directly related to the position to be filled which has equipped the candidate with the particular knowledge, skills, and abilities needed to successfully perform the duties of the position, and that is typically in or related to the position to be filled.
To qualify for the GS-9, applicants must have one (1) year (52 weeks) of specialized experience equivalent to the GS-7 grade level in the Federal service. Examples of specialized experience at this level include: providing management advisory services related to administrative functions and activities; researching sensitive issues, analyzing and presenting results; and developing, examining, editing, and consolidating documents to conform to policy and other requirements.
Substitution of Education for Experience: Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have a Master's degree or equivalent Graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, if related;
Combination of Experience and Education: Applicants may also combine education and experience to qualify at this level. You must have a combination of education and specialized experience that would equal 100% of the required experience/education combination for the position. Note: Only education in excess of 18 semesters hours maybe used to qualify applicants for this grade level. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
Time-In-Grade Requirements for the GS-9: In addition to the specialized experience requirement, applicants must meet the following time-in-grade requirement by the closing date of this announcement.
GS-9: Applicants must have 52 weeks at the GS-7 or higher.
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
