    Basic Education Requirement:
    1. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR
    2. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education; OR
    3. Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.
    Specialized Experience Requirements: In addition to meeting one of the basic entry requirements listed above, you must have the appropriate specialized experience as described below. This applies to both the GS-13 and GS-14 grade levels.

    You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

    I have at least one year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (comparable to GS-13) in the Federal service. The experience equipped me with the knowledge, skills and ability to successfully perform the duties of this position. Examples include: approves or recommends selections for subordinate positions and makes decisions regarding reassignments, promotions, and recommends employee awards; participates in review and preparation of program budgets and work plans for an activity; conducts interviews of candidates for professional and technical position vacancies; coordinate and serve as a liaison with interagency and external partners; and lead policy reviews and policy development that pertain to wildlife conservation.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures:

    Note: You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA.
    ·Must have been hired under competitive examining procedures to a time limited appointment with a land management agency.

    PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

    PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

    GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

    FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education.     FWS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Relocation expenses will be paid; relocation contract for home sale will not be paid. Supervisory Probationary Period: If you have not previously completed a supervisory probationary period, you will be required to serve a one-year supervisory/managerial probationary period for this position.

    • Comprehensive knowledge of current international conservation issues, agreements and treaties under provisions of the Endangered Species Act (ESA), Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), Marine Mammal Protection Act (MMPA), Wild Bird Convention Act (WBCA), and Lacey Act.
    • Comprehensive knowledge of the national and international trade of wild flora and fauna in order to ensure compliance with applicable laws, regulations, and policies.
    • Ability to supervise and manage professional and technical personnel.
    • Ability to lead policy reviews and policy development.
    • Ability to coordinate and serve as a liaison with interagency and external partners.
