Job Title: SENIOR ACCOUNTANT Closing Date/Time: Continuous Salary: $56,243.20 - $111,758.40 Annually
Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       Arlington County is seeking an experienced Senior Accountant to fill a key position in the Department of Management & Finance (DMF). This position monitors and provides technical accounting expertise and support for various complex County programs, develops and maintains policies and procedures, prepares financial statements and addresses matters related to audit and compliance. 

This is a replacement position in the Accounting Reporting and Control (ARC) Division of DMF. The ARC division is led by the County Comptroller and operates within a large (approximately $1 billion) complex decentralized financial environment.  The highest level of accountability and innovation is expected by the public, the County Board, County management and County staff as well as other interested organizations, such as the bond rating agencies and regulatory bodies. 

Specific duties, all of which involve the integration of process and function within the Oracle ERP system, include:
  • Performing the accounting for the long-term debt of the County to include recording of bond issuance, refunding bond and amortization of bond premiums, notes payables, IDA revenue bonds, and capital leases;
  • Analyzing the long-term debt transactions and reconciling the long-term liability accounts;
  • Coordinating with the Financial Services unit, Treasurer's office, County agencies and Schools to resolve accounting issues and provide technical guidance for long-term debt transactions;
  • Monitoring and performing technical accounting work for County agencies relating to capital and bond funds to include reviewing and approving journal entries;
  • Ensuring financial transactions are recorded in accordance with generally accepted accounting principles (GAAP), Governmental Accounting Standards Board (GASB), Uniform Financial Reporting Manual (UFRM) and with all State and Federal laws.
  • Preparing audit deliverables and assisting in the preparation of the County's Comprehensive Annual Financial Report (CAFR); and
  • Developing reports in Oracle General Ledger and assisting with testing and validation of data during financial system upgrades or changes to various modules.

This highly responsible position exercises considerable independent judgment and operates within broad policy and procedural guidelines. The ideal candidate is detail-oriented, highly organized and self-motivated, a team player when it comes to combined department effort, possesses excellent verbal and written communication skills, and has the ability to create an environment of continuous process improvements. The Senior Accountant is expected to bring a level of technical and program leadership to the organization as well as the capability to forge successful teams.

County Overview

Arlington is one of 39 counties in the United States to be awarded a triple AAA bond rating.  These ratings were confirmed in April 2016, with the rating agencies citing the County's conservative financial management, sizable and affluent tax base, controlled expenditure growth and moderate debt burden.  The County Government consists of 13 departments and 5 elected constitutional offices led by elected officials providing a full array of urban services, with over 3,500 employees.  In addition, there is a close working relationship with Arlington's school system which is funded through the County Board.

 Selection Criteria: Minimum: Bachelor's degree in Accounting, Business Administration, Public Administration or a closely related field with a minimum of 24 semester (or 36 quarter) hours of college level Accounting courses plus extensive progressively responsible professional accounting experience. 

Substitution: A Master's degree in Accounting or Business Administration or a CPA or C.M.A. license may substitute up to one year of required experience.

Desirable: Preference will be given to applicants with one or more of the following:
  • CPA license is highly preferred;
  • Ensuring financial transactions are recorded and the County's CAFR is prepared in accordance with GAAP, GASB, UFRM and in compliance with all State and Federal laws;
  • Enterprise Resource Planning Systems (ERPS) and/or large financial accounting and reporting systems and a good understanding of automated financial system controls and how they are used for financial reporting.  Oracle General Ledger experience is preferred;
  • Accounting for complex long-term debt transactions, such as general obligation bonds, and capital leases, as well as operating leases;
  • Intermediate or advanced Microsoft skills (e.g. excel, word, PowerPoint, SharePoint, etc.)

 Additional Information: Work Hours: Generally, Monday through Friday, 8:00 am - 5:00 pm but may be required to work extra hours during busy times.
