Possess a law degree (LL.B or J.D.) and be a graduate from a full course of study in a school of Law accredited by the American Bar Association, or equivalent training. Equivalent training is that training permitted in some states in lieu of attendance at a law school. To be acceptable, this training must be of the kind and nature required by the state in which the bar exam is taken or is to be taken;
Be a member in good standing of the bar of a state, or territory within the United States, or the District of Columbia, or the Commonwealth of Puerto Rico.
If selected at the GS-11 grade level, the candidate must possess the above.
If selected at the GS-12 grade level, the candidate must possess all of the above and possess experience participating in the research of the Privacy Act and related guidance and regulations.
If selected at the GS-13 grade level, the candidate must possess all of the above and experience participating in the research of, and rendering legal advise on at least one of the following: The Privacy Act, Federal Information Security Management Act; OMB Circulars and Memoranda, or National Institute of Standards and Technology.
If selected at the GS-14 grade level, the candidate must possess all of the above and experience rendering legal advise on two or more of the following: The Privacy Act, Federal Information Security Management Act; OMB Circulars and Memoranda, or National Institute of Standards and Technology.
*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (i.e Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Legal Research and Analysis: Research laws, regulations, policies, legal texts, and precedential cases applicable to issues involving the Privacy Act, Federal Information Security Modernization Act (FISMA), and related questions.
Legal/Regulatory Requirements: Rendering legal reviews on the policies and procedures in accordance with applicable privacy-related laws, regulations, and guidance, including, but not limited to the Privacy Act, the Federal Information Security Modernization Act, (FISMA), Section 208 of the E-Government Act; OMB Circulars and Memoranda; and/or guidance from the National Institute of Standards and Technology (NIST).
Privacy: Advise on legal aspects of Privacy with legislation, regulations, or guidance.
