    Basic Requirements for General Engineers:

    [A] a degree in professional engineering. Curriculum must (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR

    [B] combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by ONE of the following: professional registration; written test (successfully passed the Engineer-In-Training (EIT) examination or the written test required for professional registration); specified academic courses (successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering); OR related curriculum (successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field).


    Resumes of qualified candidates must describe at least one year of specialized experience equivalent to the next lower pay band, EK-IV (equivalent level of duties are GS 14-15). Specialized experience is defined as experience in the Federal service or non-federal service in leading technical teams in the conduct of nuclear facility inspections, assessments and analyses, nuclear facility design, accident analysis, and safety basis development or revision.

    QUALIFICATIONS Requirements

    1. Mastery of, and skill in applying, the theories and advanced state-of-the-art concepts and principles practiced in the science of professional nuclear engineering sufficient to serve as a recognized expert in nuclear facility design and related areas as well as develop measurement methodologies, approaches, and analytical tools, which expand state-of-the-art for applications to scientific and practical needs of the Department's short- and long-term safety oversight program for nuclear facilities and operations; represent the Department as an eminent expert on nuclear systems safety in meetings, conferences, and committees, as required and promotes, evaluates and nurtures the generation and exchange of new concepts, principles, methods, applications, and practices in nuclear engineering as applies to nuclear safety basis and nuclear facility design and operations.

    2. Expert knowledge of the principles and practices of related disciplines and subject matter areas, such as health physics, general and occupational safety and health; and working knowledge of other professional engineering and scientific disciplines sufficient to serve as a technical authority with respect to the full range of work associated with the conduct of assessments, inspections, and special technical analyses and studies.

    3. Expert knowledge to evaluate the adequacy of DOE and contractor nuclear facility engineering design, safety basis, configuration management and operations programs and to provide advice on how to improve systems and related safety programs Department-wide.

    4. Expert knowledge and expertise to coordinate projects with other oversight professionals and specialists in order to ensure the successful development and operation of a comprehensive nuclear facility safety oversight program for all DOE facilities.

    5. Detailed knowledge of DOE, OSHA, EPA, NRC, and other agency or organization safety regulations, policies, and procedures in order to determine and measure conformance with required and accepted nuclear engineering and systems safety practices and procedures applicable to the design, construction, and operations of DOE facilities.

    6. Ability to lead, guide, direct, and advise multidisciplinary teams engaged in the conduct of assessments and inspections and in the analysis and study of nuclear facility engineered safety system, engineering and design processes, safety basis, operations and related issues.

    7. Expert knowledge and skill to represent the agency in oversight matters in interagency meetings, conferences, and/or task groups. The incumbent must possess and demonstrate excellent oral and written communication skills.

    8. Knowledge and skill to develop new and innovative approaches to the oversight of nuclear facility safety programs, and to apply new developments and experienced judgment to such oversight programs.
