Manages and analyzes the revenue collection activities from both public and private payers of the largest publicly funded behavioral health/developmental disability agency in Virginia. Produces financial reports, analyzing trends, and delivering monthly updates to the executive and clinical leadership on billing and collection activities from multiple payers. Provides leadership, coordination, and subject matter expertise across all components of the CSB's programs and services related to revenue cycle practice and procedures

Essential Functions are as follows, including:
  • Manages the day to day billing operations with special emphasis on establishing systems/processes to assure that all information provided for billing is accurate and timely across all divisions and locations.
  • Conducts financial analysis to assess billing collection success and challenges, and produces charts/tables/graphs to depict the results for delivery to various County stakeholders.
  • Ensures denial work is followed through by billing staff and to ensure claims processing occurs in a timely manner.
  • Oversees the entire pipeline of charge capture activities from encounter and review to correct coding and oversight to ensure accurate reimbursement for services billed. Requires experience working within an environment with an electronic health record.
  • Drives process improvement initiatives related to front end revenue cycle functions, in collaboration with the clinical service leadership and senior executives of the agency.
  • Creates and reviews quarterly, monthly, and ad hoc reports that depict revenue outcomes, identify trends, and provide proactive communication to CSB and county leadership, and at times the CSB Board.
  • Supervises a diverse group of revenue cycle personnel to ensure staff are appropriately trained on compliant billing practices and procedures

Employment Standards MINIMUM QUALIFICATIONS:Any combination of education, experience and training equivalent to: graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts; plus five years of professional-level in finance, business administration, budgeting, or contract management, to include 2 years of supervisory experience. A master's degree in a related field or CPA may substitute for 1 year of experience.
The appointee to this position will be required to: complete a criminal background check, check of the child protective services registry, a credit check, a check with the Office of the Inspector General (OIG), a driving record check and a TB test to the satisfaction of the employer.
  • Masters degree in finance, business administration, public administration, public policy, health care administration, or related field
  • Five or more years serving as revenue cycle manager for a behavioral health agency
  • Five or more years working in a managed care environment in the Commonwealth of Virginia. Five or more years' experience working within an electronic medical record
  • Certified as Professional Biller Five years or more of experience in a community behavioral system, such as a Virginia's Community Services Board.
Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard driven equipment. Must communicate with others. Employee may require to lift up to 15 lbs. Must be able to type on a keyboard. All duties performed with or without reasonable accommodations.
