The Building Division of Fairfax County's Land Development Services (LDS) is currently seeking a candidate to review complex plans review under the supervision of the Deputy Director of the Building Trades Division. Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protects the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 26,000 building and site plans, issuing nearly 60,000 building permits, and conducting over 216,000 building and site inspections each year.   • Serves as senior plan reviewer of complex building designs in accordance with the Virginia Plumbing Code (VPC) and Virginia Mechanical Code (VMC).
  • Communicates design deficiencies, code requirements and engineering principles to project stakeholders, design team and contractors.
  • Performs research, provides training, interprets code provisions and offers resolution to design and construction challenges.
  • Communicates with architects, engineers, contractors and other stakeholders to provide code compliant structures.
  • Complies with county, agency and job specific training requirements, including but not limited to emergency management and safety-related courses.
  • Attends pre- and post-submission meetings, coordinates with county-assigned project managers and peer reviewers.
  • Complies with established LDS's safety program and guidelines.

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; and four years of progressively responsible professional experience in the appropriate engineering field.

UNDERFILL MINIMUM QUALIFICATIONS:
This vacancy may be underfilled at the level of Engineer II (Grade S24, $57,165 - $95,276) or Engineer I (Grade S21, $49,623 - $82,704).

The employment standards for the Engineer II are: Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus one year of professional experience in the appropriate engineering field.Click here to view the complete details and KSAs for the Engineer II.

The employment standards for the Engineer I are: Any combination of education, training and experience equivalent to graduation from a four year college or university accredited by the Accreditation Board for Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field.Click here to view the complete details and KSAs for the Engineer I.

Upon completion of an underfill agreement (which will require that the employee meet the employment standards stated above in addition to obtaining competencies defined by the hiring agency) the employee will be elevated to the level of Engineer III.

PREFERRED QUALIFICATIONS:
Demonstrated experience in the review of complex plumbing plans for commercial buildings and compliance with the Virginia Plumbing Codes (VPC). Knowledge of mechanical, plumbing, electrical, building codes and construction practices in order to communicate effectively with internal and external stakeholders. Ability to guide project stakeholders in the review and inspection of large commercial buildings.

PHYSICAL REQUIREMENTS:
With or without reasonable accommodation: Ability to operate key-board driven equipment and use large platform monitors to review electronic plans on a sustained basis. Ability to lift plans up to 50 pounds; Ability to perform sedentary tasks. Ability to communicate with customers and attend meetings with stakeholders. Ability to drive to client sites/meeting places/training/conferences.

CERTIFICATES AND LICENSES REQUIRED:
For the Engineer III position,
the following certifications are required: at 18 and 36 months from hire date: Possession of Plumbing Plans Examiner Certification issued by the Virginia Department of Housing and Community Development; Possession of a Plans Examiner certification issued by the Virginia Department of Housing and Community Development within 36 months of appointment in either Mechanical or Electrical trades.

For the Engineer II position, the following certification is required at 18 months from hire date: Possession of Plumbing Plans Examiner Certification issued by the Virginia Department of Housing and Community Development.

NECESSARY SPECIAL REQUIREMENTS:
The appointee of this position will be required to complete a criminal background check and to the satisfaction of the employer.
