Background or Security Investigation: This is a Non-Critical Sensitive position which requires a background investigation. The individual selected for this position is required to obtain and maintain a Secretsecurity determination to occupy a Non-Critical Sensitive position within the agency as a condition of employment.

To qualify for this position, you must:
  • A doctoral degree or equivalent terminal degree is preferred. A master's degree from an accredited University in business administration, economics, public policy, law or a related discipline involving the study of firms, markets, industry institutions, and government regulation of industry is required.
  • Extensive professional experience working in the private sector, industrial base analysis and policy or national security/defense strategy and resourcing will be considered competitive with academic qualifications. Experience in defense, technology or finance industries preferred.
  • A substantial record of excellence in teaching, research and outreach in a discipline related to national security resourcing, technology and innovation, industrial organization, high-technology, defense industries or business strategy at an accredited higher education institution(s) OR Substantial experience in the private sector and/or public policy institutions focused on analysis, assessments, or policy development related to global industry and technology, while also organizing, leading and participating in professional conferences and seminars addressing national security resourcing, the structure, conduct and performance of the commercial & defense industry and related government policy.
  • Have a demonstrated commitment to interdisciplinary methods and ability to teach a wide range of curriculum relevant to national security and industrial base capabilities to include the integration of strategy and resourcing, and the analysis of defense resourcing alternatives.
  • Sustained record of excellence and leadership of scholarship among peers and external recognition of excellence or professional experience related to national security reourcing and defense industries.
  • Sustained record of advancement of institutional partnerships, relationships that leverage cross-component mission success, and networks of influence that contribute to national security resourcing and defense industries.
DESIRED QUALIFICATIONS:
  • Experience as team leader of an interdisciplinary team, academic department chair, or program manager.
  • Willing to organize, lead and participate in graduate and/or senior executive education program study groups involving domestic and international field studies (site visits) with firms, non-profit institutions, and government agencies and establishing and maintaining professional relationships with policy makers in the executive and legislative branches of government, industry leaders, and policy experts in academic and non-profit organizations.
In addition to the Industry Studies and Industry Analytics courses, academic and professional experience to teach in one or more of the following fields:
  • Defense Strategy/Resourcing - Development of long-term security strategies and resource requirements.
  • National Security Economics - Long-term economic strategies to resource national security.
  • National Security Studies - Study of national and international security issues and systems.
  • Strategic Acquisition, Resourcing and Logistics/Sustainment - strategic level understanding of the operation and performance of defense acquisition and logistics enterprises.
  • Strategic Leadership - Educator and development of senior leaders to use strategic thinking and innovative approaches to lead large organizations.
CRITERIA FOR DETERMINING ACADEMIC RANK:
Assistant Professor requires an earned master's degree, doctoral degree or equivalent terminal degree preferred, in business administration, economics, public policy, or a related discipline involving the study of firms, markets, industry institutions, and government regulation of industry. Education or teaching experience in an academic environment, knowledge of best practices, and commitment to lifelong learning, and preferably has at least two years, or the instructional equivalent, of full-time teaching experience at a regionally accredited college or university, scholarship/research resulting in the creation and sharing of new knowledge through teaching or publishing; and aptitude in collaboration across institutional boundaries.

Associate Professor requires an earned doctoral degree or equivalent terminal degree in business administration, economics, public policy or a related discipline involving the study of firms, markets, industry institutions, and government regulation of industry. Requires 5 years teaching experience, with at least 2 years graduate, record of excellence and leadership of scholarship among peers, and external recognition of excellence and record of advancement of institutional partnerships, relationships that leverage cross-component mission success, and networks of influence that contribute to national security

Associate Professor of Practice requires an earned master's degree and a documented record of at least seven years of outstanding performance as a senior-level practitioner related to defense strategy and resource allocation, with an outstanding publishing record in the field of defense strategy and resource allocation or senior practitioner experience in the private sector with an outstanding publishing record in the field of defense resourcing and/or defense industry analysis

Professor of Practice requires an earned master's degree and a documented record of at least 10 years of outstanding performance as a senior-level practitioner related to defense strategy and resource allocation, with an outstanding publishing record in the field of defense strategy and resource allocation or senior practitioner experience in the private sector with an outstanding publishing record in the field of defense resourcing and/or defense industry analysis.

Professor requires an earned doctoral degree or equivalent terminal degree in business administration, economics, public policy, or a related discipline involving the study of firms, markets, industry institutions, and government regulation of industry. Documented experience in full-time graduate-level teaching at a regionally-accredited university or college for at least 8 years of which at least three years must be at the graduate level, sustained record of excellence and leadership of scholarship among peers and external recognition of excellence and a sustained record of advancement of institutional partnerships, relationships that leverage cross-component mission success, and networks of influence that contribute to national security.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  2. Describe your ability to design, develop, and teach graduate-level seminar-based courses in business strategy, defense resourcing, defense markets, industrial base analysis and policy. Include total years of full time teaching in higher education or years serving as a scholar/research fellow at public policy institutions organizing, leading and participating in professional seminars addressing defense resourcing, the structure, conduct and performance of defense industry and related government policy.
  3. Describe your research experience, scholarship, publications, and/or outreach activities; academic recognition, or professional experience in studying business strategy, defense resourcing, defense markets, industrial base analysis and policy.
  4. Describe your experience with organizing, leading and participating in study groups involving domestic and international field studies with firms, institutions, and government agencies to include required administrative, budgetary and logistical tasks. Describe your experience establishing and maintaining professional relationships with policy makers in the executive and legislative branches of government, industry leaders, and policy professionals in academic and non-profit organizations.
  5. Describe your leadership experience in educational and research institutions to include curriculum development, organizational innovation, and institutional collaboration. Include successful leadership interdisciplinary teams and managing programs within the organization. Describe your experience working with faculty and student teams in a culture that prizes collegiality and collaboration.
  6. Describe your academic and professional experiences and accomplishments that qualify you to teach a range of curriculum relevant to national security resourcing, industrial base capabilities, acquisition, the analysis of defense resourcing alternatives, and the strategic leadership of those organizations involved with the integration of strategy and resourcing.
