Senior Regulatory Counsel
The Air Line Pilots Association, International (ALPA) , the largest airline pilot union in the world and the largest non-governmental aviation safety organization in the world (representing over 60,000 pilots at 34 US and Canadian airlines) seeks a Senior Regulatory Counsel for our Washington, DC, office. Serving as an integral member of the legal team, the Senior Regulatory Counsel provides legal representation and legal advice to ALPA senior staff, officers, committees, governing bodies, and members. Reporting to the General Counsel and Director of the Legal Department, s/he represents the Association in federal and state court litigation at the trial and appellate levels, at administrative agencies, and in arbitration. A high degree of competence in the substantive and procedural aspects of regulatory proceedings before the Department of Transportation (DOT), the US Department of State (State Department), the Federal Aviation Administration (FAA), and air service negotiations is required as s/he successfully handles the most difficult or complex cases and projects. S/he works closely with Government Affairs staff as they craft and/or respond to legislation and policy initiatives, especially as they pertain to representing the Association's interests with the FAA, the State Department, and/or air service agreements. S/he also provides legal advice and counsel to staff and pilot leaders at all levels of the Association including National Officers, Master Executive Councils (MECs), and ALPA Committees, especially the International Affairs Committee and Governing Bodies. This advice includes a wide range of legal matters in various areas of legal expertise including DOT statutes and regulations, air service agreements, general trade laws, the Federal Aviation Act and the Railway Labor Act, and matters before other administrative agencies, eg, the FAA, the State Department, the Department of Transportation, as well as the Department of Labor (DOL). S/he often coordinates with ALPA staff in other Departments. At times, issues may be time-sensitive and of critical importance to the Association and Association issues. Working in coordination with other departments and committees, s/he will be relied upon to make recommendations regarding the strategy and actions that should be taken in each situation. Minimum Requirements: Juris Doctor (JD) from an approved school of law required. Member in good standing of the Bar. Fifteen (15) years of related experience in administrative law and labor law practice and litigation required, twenty (20) or more years strongly preferred.At management discretion, significant and in-depth, directly applicable, labor and/or litigation experience may be substituted for some of the above requirements. Experience with air service negotiations required. Comprehensive knowledge of and experience with the federal aviation statues and regulations required. Current and in-depth knowledge of, and experience with, administrative proceedings (particularly Department of Transportation and Federal Aviation Administration) required. Knowledge of labor law preferred. Experience with federal court litigation and arbitration/mediation strongly preferred. Experience with the federal legislative process preferred. Labor law expertise including, especially the Railway Labor Act and the Landrum-Griffin Act strongly preferred. Demonstrated ability to organize and coordinate long-term endeavors. Excellent interpersonal and communication skills, oral and written, for effective interaction with contacts, internal and external. Demonstrated ability to use independent judgment to formulate decisions and/or solve problems, under time pressure and urgent conditions. Experience using online legal research, Westlaw or the equivalent, preferred. Software: Microsoft Word, Outlook, Excel, and PowerPoint preferred.
