This position Supports the Office of Naval Intelligence CIO/CTO by applying knowledge of systems architectures to transform the organization's Information Technology (IT) enterprise to meet strategic goals and objectives. Task include reporting on architecture diagrams, engineering reviews, technical reports and other management/technical related deliverables and administrative support. This support includes computer science and information systems security engineering support for the design and implementation of Cloud computing based capabilities. The position provides the broad information assurance expertise needed to guide the development and implementation of Maritime Intelligence Services based on the capabilities enabled by the IT Systems provided Cloud based services. The contractor shall provide project architecture definitions and IA security controls concept briefings and informal documentation to include recommended technology, configuration parameters, and implementation techniques in technical reports and supporting written material. Primary Duties and Responsibilities: Applies Information Systems Security Engineering knowledge to define an IT program direction, determine work breakdown structures and identify tasks or security infrastructure that is required to achieve desired goals within Information Assurance domain. Develops and supports IT project schedules using MS Project Develops policy or advocates for changes in policy that will support new initiatives or required changes/enhancements. Consults with customers to gather and evaluate functional requirements and translates these requirements into technical solutions. Provides guidance to customers about applicability of information systems to meet business needs. Provides day to day support to include planning and executing meetings and conferences, managing schedules and developing O/CIO monthly activities plans, as well as preparing documentation and briefings as agreed to by the contractor and the TPOC. Develops architecture diagrams. Performs engineering reviews. Develops technical reports and drafts IT policy documentation. Configures and maintains online document and collaboration libraries using capabilities provided by services such as SharePoint and Intelink. Qualifications: CISSP Certification or DoD Directive 8140 Information Assurance Management Level III certification. Experience with the implementation of the technical and administrative security controls of the NIST 800-53 Risk Management Framework (RMF). Experience with systems security engineering and systems architectures, influencing operational risk management and technology compliance. Experience in functional requirements development and technical support; technical program strategy. Experience in architectural analysis and enabling the enterprise transition efforts. Ability to work within a flexible team environment with excellent interpersonal skills, including the ability to deal with all levels of project support staff and stakeholders. Ability to multi-task among several projects while being detail-oriented. Demonstrated ability to communicate effectively, both orally and written, as well as establish and maintain a strong customer focused working relationship. Desired Qualifications: Navy IT mission areas in cyber operations, network defense, strategy development, research, and program delivery.
