Deputy Director, Capital Construction (m/f)
The employer's mission is to elevate the quality of life for the District with superior construction, first-rate maintenance and expert real estate management. Manages the constructional operations of DGS. Directs and oversees, through subordinate supervisors the operations and functions of this major division within DGS. Works closely with the Office of Contracting and Procurement and the Office of Finance and Resource Management to achieve the DGS's capital construction goals and objectives. Formulates and approves plans, policies, goals, and objectives for the Office and administers the implementation of activities designed to support these plans and polices. Recommends and implements actions to integrate and coordinate the key services of the Office in order to improve customer satisfaction, reduce costs, and maximize the value of the District's real property assets. Resolves technical and administrative conflicts among subordinate areas. Works with District agencies in coordinating their construction needs and placement in the order for constructional funds. May assist an agency with application/paperwork to secure additional non-District funds. Supervises subordinates in the oversight of construction projects - from planning through final punch lists. Assists with any unusual or regulatory issues that require senior level input. Assists the Director in developing responses to inquiries from the Mayor, City Council, Congress, and the public as requested. Performs other related duties 'as assigned. BS degree in Architecture, Construction Management, Engineering, or a related field and ten (10) years of increasing more responsible construction management experience. At least three years at a senior management level or an equivalent combination of 14 years education, training, and/or experience indicating the ability to perform the position is required. Certification is desired. Mastery of design and construction as well as real estate principles, policies and methodologies of large scale property management. Expert knowledge. and skills to analyze and resolve conflicts in policy and program objectives and/or problems in very complex or controversial transactions involving complex negotiations. Ability to perform and direct effective negotiations and competitive bidding procedures. Extensive knowledge of construction management, real estate principles and practices, and in-depth understanding of the real estate market in District as well as extensive analysis of highly complex financial data, and the use of innovative construction, renovation, occupation approaches. Demonstrated skill and experience in providing leadership in a managerial capacity, and in a team-based environment; securing the support and cooperation of officials; communicating ideas clearly and concisely, both orally and in writing to translate realty language, and prepare recommendations and findings; and developing and sustaining positive business relationships.
