Vice President, State Legislative Affairs, Institute for Legal Reform POSITION OVERVIEW: Lead, develop, and execute the Institute for Legal Reform's (ILR's) State Program. RESPONSIBILITIES: * Assume responsibility for the State Affairs' program management including strategy, policy development, organizational and departmental structure, budget, and contract management. * Manage compliance of state lobbying laws and ethics. * Coordinate a comprehensive advocacy strategy including direct advocacy, strategic communications (earned and paid media), grassroots/grasstops mobilization, and legal reform policy development. * Help with ILR's fundraising goals, participate in fundraising meetings with potential/current donors, and prepare materials for meetings. * Develop and manage vendor and donor relationships under federal and state programs. * Work with the executive vice president and president to manage lobbying and policy development efforts and oversee prioritization of the issues (being mindful of long- and short-term goals and implications). * Identify, cultivate, maintain, and leverage strategic relationships with federal and state policymakers including members of Congress and staff on both sides of the aisle, "Washington insiders," thought leaders, key state officials, representatives, constituents, and in-state allies. * Proactively position ILR on issues and represent ILR and its interests to public policy experts, legislators, and regulators through direct lobbying and coalition building. Advocate on litigation reform issues. * Represent ILR at events to various audiences. * Manage ILR lobbyists. REQUIREMENTS: Law degree and 10+ years' experience with political campaigns, grassroots, and state legislative initiatives; a solid understanding of the civil litigation process and the ability to analyze the impact of proposed legal reform on the litigation process; ability to understand complex and changing political and issue environments and create and implement strategic plans through a variety of tactics; able to manage diverse vendors in multiple states concurrently; excellent presentation and written communications; solid management and organizational skills; ability to interact effectively with senior corporate and government executives; and flexibility for frequent travel.
