    To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves a thorough knowledge of, and demonstrated expertise in all phases of the construction and valuation program.

    Examples of the experience includes (1) performing technical assignments involving the valuation of property that demonstrates knowledge of and ability to apply recognized methods and techniques to produce a professional appraisal of real property which meets all the provisions of the Uniform Standards of Professional Appraisal Practice; (2) experience involving interpretation of building plans, specifications and all related construction exhibits as they are employed in various proposed construction areas; interaction with a wide variety of customers at all levels; (3) evaluation of the influence on value of flood zones, airports, subsidence, erosion and other factors which have potential impact on valuation.

    Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

    There is no provision for substitution of education for experience at the GS-14 grade level.

    Physical Requirements: The work is sedentary. Typically the employee may sit comfortably to do the work. However, there may be some walking, standing, bending or carrying of light items such as papers and books. No special physical demands are required to perform the work.     Receiving Service Credit for Earning Annual (Vacation) Leave: Federal employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.

    You will be rated on the following competencies based on your application for this position:

    Real Estate (Valuation/Construction): Knowledge of the valuation practices and procedures applicable to the acceptability of residential property as security for a guaranteed loan or other competing loan products and secondary market expectations, appraisal of residential property, and oversight of fee appraisers.

    Problem Solving: Ability to deal effectively, establish and maintain relationships of trust and mutual cooperation with both internal and external customers at all organizational levels.

    Leadership: Ability to analyze, comprehend and apply decisions derived from a variety of data or complex
    information, and to recognize implications of trends and changes with a home loan program.

    Written/Oral Communication: Ability to communicate clearly and concisely in an effective manner, both orally and in writing, on complex, analytical, technical and policy related matters for a home loan program. Specifically must demonstrate writing experience in drafting, organizing, editing, and proofreading letters, documents, and reports and an oral style that demonstrates the ability to obtain the cooperation of others at all levels.

Additionally, preference eligibles who have a compensable service-connected disability of at least 10 percent and who meet the minimum qualification requirements will automatically be placed in the best qualified category.
