    You must demonstrate in your resume and responses to questions, at least one year of specialized experience equivalent to the GS-13. Specialized experience may be gained in a position conducting research and leading staff in the development, coordination and implementation of online research training programs and research services.

    You will evaluated on the following core competencies:
    • Expert knowledge of the latest research methods, techniques, and sources in the area of law and the social sciences in order to design multiple time and cost-efficient strategies for conducting research in print materials and online systems such as Westlaw, Lexis, EbscoHost as well as the Internet.
    • Expert ability to collect, evaluate and synthesize resulting research data from multiple sources in order to provide the most authoritative response to a complex research requirement.
    • Expert skill in the use of a wide variety of online legal and social science resources such as Lexis, Westlaw, JSTOR, HeinOnine, Legislative Insight, Dun & Bradstreet, Equifax, etc.
    • High level of oral and written communication skills in order to conduct a reference interview to establish research requirements and deliver a narrative summary of the research results.
    • High level of oral and written communication skills acquired through considerable training experience in order to perform training and instructional requirements on topical issues, evolving technologies and sophisticated electronic information programs in a manner easily understood by a variety of EEOC staff, including investigators, trial attorneys, administrative judges, paralegals and high-level managers. Includes one-on-one instruction and group training, in-person or via the web/telephone, as well as written topical guides.
    • Knowledge of the full range of library services and operations. This includes research, ready reference, training, collection development, acquisitions, cataloging, interlibrary loan and technical services.
    • Demonstrated expertise in leading a team of Research Librarians, Research Analysts and Senior Technical Research Support Library staff in a law library environment to accomplish the provision of research services agency-wide, including planning, budget preparation and execution, and acquisitions.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
