  • This position has BOTH Basic Qualifications AND Specialized Experience:

    BASIC REQUIREMENTS: Must have a bachelor's degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications system or networks.

    OR

    Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training ( for example, IT certification), as appropriate. For this position individuals must have IT-related experience demonstrating each of the four competencies listed below.

    Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

    Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

    Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear an convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

    Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    AND

    SPECIALIZED EXPERIENCE GS-13: At least one (1) year of specialized experience equivalent to the GS-12 level in the Federal Service, which has equipped me with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position. Specialized experience includes include expert knowledge of a full range of IT security principles, concepts, practices, products and services including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures. Expert knowledge of IT security requirements for certification and accreditation; network operations and protocols; systems testing and evaluation; and performance management methods sufficient to implement and coordinate activities designed to ensure, protect, and restore IT systems, services, and capabilities; to monitor and evaluate systems compliance with IT security requirements; provide advice and guidance in implementing IT security policies and procedures in the development and operation of network systems; to plan and conduct security accreditation reviews for installed systems or networks; and to recommend new or revised security measures and countermeasures based on the results of accreditation reviews. Mastery of broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications. Knowledge of Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Expert knowledge of a full range of IT security principles, concepts, practices, products and services
    (including systems software, database software, immediate access storage technology), and methods for
    evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security
    tools and procedures.

    2. Expert knowledge of IT security requirements for certification and accreditation; network
    operations and protocols; systems testing and evaluation; and performance management

    requirements, methods, sources, and procedures in INFOSEC, EMSEC, and STE Automated
    Software security.

    3. Mastery of broad range of telecommunications concepts and principles, operating modes,
    systems, media, equipment, equipment configuration, and related software systems,
    processes and procedures to assess and advise on vulnerability to attack from a variety of
    sources (e.g., espionage, disruption of services, destructive programs/applications) and
    procedures and methods for protection of systems and applications.

    4. Knowledge of Local Area Network security requirements and techniques for protecting computer
    systems from viruses, data tampering, and unauthorized system entry; Knowledge of safety and security regulations, practices, and procedures.

    5. Ability to communicate effectively, both orallyand inwriting, to prepare concise written reports and
    briefings; Ability to develop and conduct training on information security.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

    FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
