  • MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
    TIME IN GRADE REQUIREMENT: Applicant must have completed a minimum of 52 weeks in positions no lower than the next lower grade or comparable pay band in the Federal service.

    AND


    SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:


    You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

    One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to: supervisor and/or lead; provided guidance and/or advice for arbitrations; reviewing and providing input for bargaining proposals and grievance decisions; researching employee relations issues and drafting written guidance and/or disciplinary actions on behalf of management; development of policies and plans for assigned programs which includes employee discipline, leave programs, drug-testing programs, employee development, learning, and performance management programs; knowledge of trends in the field of employee relations to high ranking civilian executives, managers, and support staff.

    You may qualify at the GS- 15 level, if you fulfill the following qualification requirement:

    One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to Ability to supervisor; abreast of legislation, Executive Orders, court decisions, rulings of cognizant federal authorities and other events related to federal employee relations; provided guidance and/or advice for arbitrations; reviewing and providing input for bargaining proposals and grievance decisions; researching employee relations issues and drafting written guidance and/or disciplinary actions on behalf of management; development of policies and plans for assigned programs which includes employee discipline, leave programs, drug-testing programs, employee development, learning, and performance management programs; knowledge of trends in the field of employee relations to high ranking civilian executives, managers, and support staff.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
