The office for this position is located at 4030 Hummer Road in Annandale Virginia. The duties of this position require travel to assigned recreation centers (RECenters) throughout the county on a regular basis. Manages the operation of the Facilities Support Branch that is responsible for RECenter maintenance. Assists with the development and implementation of a comprehensive preventative maintenance program; and identifies and manages major renovation and capital development programs for the agencies RECenters. Tracks the sections performance in achieving division wide and section goals; inspects facilities, and building systems for operational deficiencies; compares established standard operating procedures and initiates appropriate corrective measures; delegates assignments to subordinate staff to ensure timely completion of section tasks and projects and monitors the day to day operation of the facilities Preventative Maintenance (PM) staff. Other duties include; budget development and tracking; develops project and equipment life cycle replacement plans, ensures that formal safety inspections are conducted and documented by staff. Reviews practices to ensure compliance with safety policies and procedures. Duties are performed under the direction of the Manager of Facilities and Equipment support.

This position will only be filled up to the mid-point of the advertised salary range.

Required Knowledge Skills and Abilities
  • Knowledge of supervisory and administrative principles, practices, and techniques;
  • Advanced knowledge of trade-related methods, techniques and practices and of the properties, characteristics and uses of related equipment, materials and tools;
  • Knowledge of national, state, and local trades and safety codes;
  • Ability to read and interpret work orders, diagrams, building plans, blueprints and
  • manufacturer's manuals;
  • Ability to plan, schedule and monitor employees in a major section across multiple shops, workgroups or programs;
  • Ability to instruct, motivate and train subordinates in all phases of the work and assist them with work problems;
  • Ability to establish and maintain effective working relationships with customers, partners, contractors, peers, subordinates, and superiors;
  • Ability to estimate trade-related costs and scheduling parameters;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to prepare and deliver accurate reports and to keep accurate records;
  • Ability to use personal computers and software programs.
Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to: high school graduation or a GED issued by a state department of education; plus completion of a four year apprentice-level trade related vocational training program; or four years of qualifying trade-related experience; plus four years of progressively more responsible journey level work; plus two years of experience at the supervisory level.

CERTIFICATES AND LICENSES REQUIRED:

  • Possession of a valid motor vehicle operator's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Previous supervisory and administrative experience;
  • Advanced knowledge of trade-related methods, techniques and practices and of the properties, characteristics and uses of related equipment, materials and tools;
  • Previous experience and knowledge working with national, state, and local trades and safety codes;
  • Ability to read and interpret work orders, diagrams, building plans, blueprints and manufacturer's manuals;
  • Previous supervisory/managerial experience planning, scheduling and monitoring employees in a large workgroup across multiple sites;
  • Ability to instruct, motivate and train subordinates in all phases of the work and assist them with work problems;
  • Previous experience working with and maintaining effective working relationships with customers (both internal and External), partners, contractors, peers, subordinates, and superiors;
  • Ability to estimate trade-related costs and scheduling parameters;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to prepare and deliver accurate reports and to keep accurate records;
  • Ability to use personal computers and software programs.
PHYSICAL REQUIREMENTS:
Sedentary in nature but requires walking and standing at times and lifting up to 25 pounds. Ability to inspect work in cramped and awkward environments. Ability to work during inclement weather, and extreme temperatures. Duties can be performed with or without reasonable accommodations.

SELECTION PROCEDURE:
Panel interview; may include exercise. Interview exercise may include: preparing a report, preparing a writing sample or drafting a sample maintenance schedule.
