  • Qualifications
    Basic Requirements
    The incumbent must possess a Doctor of Medicine or Doctor of Osteopathy degree from a school in the United States or Canada approved by a recognized body in the year of the applicant's graduation. A M.D. or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG).
    The incumbent must be board certified or eligible in a medical specialty. All clinical health care worker(HCW) applicants must be capable of review and approved by a standardized systematic Credentialing and Privileging process. If clinical credentials and privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including, removal from Federal service. Must possess and maintain a current, valid, unrestricted state/national license/certification and be capable of practicing in all 50 states, territories, and the District of Columbia (D.C.)

    Licensure:
    For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

    Graduate Training:
    Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

    An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).

    A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME).

    A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

    Must have one year of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal service. The experience must include: 1) Provide staffing assistance to medical facilities during mass casualty incidents; 2) Providing medical care as necessary to include surgery and required ambulatory interventions; 3) Performing diagnosis services to treat injuries and illnesses; and 4) Developing input regarding Incident Command System (ICS) concepts during deployment operations. Requires knowledge of the Incident Command System (ICS) and the skill and ability to apply ICS concepts to deployment operations

    Additional Requirements:
    For GS-13 Medical Officer - Three (3) years of graduate training in the specialty of the position to be filled or equivalent experience and training.

    Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

    Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
