Job Title: DESIGN ENGINEER (WATER, SEWER, AND STREETS) Closing Date/Time: Thu. 05/03/18 11:59 PM Eastern Time Salary: $55,660.80 - $110,614.40 Annually
Job Type: Full-Time Location: Water/Sewer/Streets Division - 4200 S. 28th Street, Arlington, Virginia       Arlington County's Department of Environmental Services is seeking an experienced Design Engineer to join it's team of Engineers and Technicians and be responsible for engineering support of water, sanitary sewer, storm sewer and streets programs.  This position is located in the Water, Sewer, and Streets (WSS) Bureau and serves as a member of the emergency response team.

Specific duties include:
  • Ensuring all compliance samples are taken in accordance with EPA and VDH drinking water regulations;
  • Reviewing data and troubleshooting drinking water quality in the water distribution systems and analyzing technical information from a variety of sources to evaluate compliance with water quality program standards;
  • Providing technical support to water distribution and maintenance sections.
  • Formulating and identifying a comprehensive plan for maintaining and rehabilitating the drinking water system as well as prioritizing rehabilitation and construction needs, ensuring that they are incorporated into long and short term plans;
  • Developing designs using Autodesk Civil3D software and creating construction plans for all aspects of public works projects;
  • Developing construction specifications and special conditions documents;
  • Coordinating with County and contractor staff on construction projects and reviewing the work of outside consultants and other County agencies who provide design services on selected projects;
  • Supporting and enhancing SCADA and Maintenance Management Systems; and
  • Monitoring regulatory issues and ensuring that Arlington remains in compliance and that all required forms and reports are submitted.
The successful candidate will have excellent written and communication skills and be familiar with SCADA, and have a utilities, water, sewer and streets operations or similar background.
 Selection Criteria: Minimum:
Senior Engineer Level:  A Bachelor's degree in Engineering plus significant experience in the design, planning, project management and implementation of public works capital improvement projects and/or operations of street design, storm water management, sanitary sewer design, water distribution or related areas.

Project Engineer Level: A Bachelor's degree in Civil or Environmental Engineering plus some experience in the design, planning, project management and implementation of public works capital improvement projects and/or operations of street design, storm water management, sanitary sewer design, water distribution or related areas.

Junior Engineer Level:  A Bachelor's degree in Civil or Environmental Engineering plus some experience in providing routine project assistance which required the knowledge and application of engineering principles.

Substitution:  Experience may not be substituted for the Engineering Degree requirement.   A Master's Degree  in Civil Engineering may be substituted for one year of Engineering experience.

DESIRABLE:  Preference may be given to candidates with registration as a Professional Engineer in the state of Virginia or in a state with reciprocity, and experience with one or more of the following:
  • Operating or working on a water distribution system and/or treatment plant;
  • Water quality (i.e., collecting water samples, analyzing field data or water quality date, etc.);
  • Designing or operating a water, sanitary or storm sewer system;
  • Infrastructure construction/design or project management; and/or
  • Responding to emergency situations such as water main breaks etc.

 Special Requirements: The applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
 Additional Information: Work Hours:  8:00 a.m. to 5:00 p.m. (flexible), Monday through Friday.  Must be available for call-back in emergency situations.

This position is part of a broadband, competency based pay plan which encompasses a variety of responsibility levels from junior through senior level and for which the overall annual salary range is $55,660.80 - $110,614.40. Individuals appointed to positions in this pay plan will be appointed at a salary based on their experience and training and the nature of the work assigned. Within pay guidelines, pay plan participants are eligible for variable salary increases based on performance, growth in responsibilities, and employee development on a yearly basis.

Note: Employees who are registered as a Professional Engineer will be eligible for an additional pay premium of $2,600 annually.
