  • SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience equivalent to at least the next lower grade, GS-13 or equivalent pay band under other pay systems in the Federal service or other work that provided me with the knowledge, skills, and abilities to successfully perform the duties of a Management Analyst. An example of specialized experience is mastery of the principles and practices in developing Air Force policy on all facets of the Information Collections and Section 508 programs to include Information Access Programs, i.e., FOIA, Privacy, Records Management, Section 508, Information Collections, Federal Register, Civil Liberties, and Information Quality, Information Management (IM), Information Technology (IT) management policy and organizational environment to include all pertinent statutory and regulatory issuances, and understanding of the roles of Congress, OMB, GSA, NARA, and DoD in that environment to ensure all Air Force information management and information systems, doctrine, policy, and strategies are fully consistent and compliant with the policies, strategies, procedures and standards promulgated by DoD, OMB, GSA, NARA.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of Information Collections and Section 508 programs to include overall Federal and DoD Information Access Programs (Freedom of Information Act, Privacy, Records Management, Section 508, Information Collection, Federal Register, Civil Liberties, Information Quality), Information Technology (IT) management policy and organizational environment (to include all pertinent statutory and regulatory issuances), and understanding of the roles of Congress, OMB, GSA, National Archives, and DoD.
    2. Knowledge of principles and techniques for information systems analysis, design, development, test and installation, sufficient to ensure that Air Force information systems doctrine, policies, strategies, procedures and techniques foster consistent application of sound.
    3. Ability to access or locate information through the use of a personal computer, as well as develop, and utilize appropriate data collection techniques via various software programs (i.e., Microsoft SharePoint, Access, Excel, PowerPoint, Project, and Word).
    4. Ability to plan and execute complex, multifaceted projects - ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and provide reports based on surveys, analysis and information received from other Air Force organizations.
    5. Ability to ensure all Air Force information management and information systems, doctrine, policy, and strategies are fully consistent and compliant with the policies, strategies, procedures and standards promulgated by OSD, OMB, GSA, National Archives, the Air Force Declassification Office (AFDO), and public law.
    6. Ability to recognize problems and trends, gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process into briefings, papers, or reports suitable for top management use and decision-making.
    7. Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses and budgets.
    8. Ability to communicate effectively both orally and in writing; negotiate complex issues; and establish and maintains good working relationships with key individuals/groups outside the immediate work unit and advises others.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

    FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
