  • This is an Acquisition, Technology and Logistics Workforce Critical Acquisition Position (CAP) that requires Level III certification in the Contracting Career Field.
  • To qualify for a Procurement Analyst your resume and supporting documentation must support:

    A. Basic DoD 1102 Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above.

    B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Performs as lead analyst over procurement issues and problems of particularly high visibility and criticality to the agency; Develops long-range goals and objectives to enhance programs in direct support of the acquisition community and in line with overall agency strategic goals and initiatives.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Substitution of education may not be used in lieu of specialized experience for this grade level.

    Acquisition, Technology and Logistics (ATL) Workforce Critical Acquisition Position (CAP): Only candidates who meet the requirements for Acquisition Corps membership will be placed into the position unless a waiver of Corps membership is approved. The Selectee for this position will be required to sign a written agreement to remain in this critical acquisition position for a minimum of 3 years. The incumbent will be required to become certified at Level III in the applicable career field within 24 months, unless a Position Requirements Waiver is approved to extend the 24 months.
