EXECUTIVE CORE QUALIFICATIONS: To receive serious consideration, applicants for this position must demonstrate successful performance and creative leadership in prior managerial position(s). Applicants must demonstrate possession of competencies in the following Executive Core Qualifications (ECQ):

3. RESULTS-DRIVEN LEADERSHIP: Demonstrated ability to meet organizational goals and customer expectations. Includes the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems and calculating risks.
4. BUSINESS ACUMEN: Demonstrated ability to manage human, financial and information resources strategically.
5. BUILDING COALITIONS/COMMUNICATION: Demonstrated ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofits and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS:
Applicants must submit a statement for each of below MTQS. Statements shall be limited to a maximum of ONE page per MTQ.
MTQ 1. Demonstrated experience in formulating and implementing results-oriented policies, strategies, and solutions to achieve agency or organizational workforce goals and objectives.
MTQ 2. Demonstrated experience leading a human resources management program for a large, global organization which covers the full spectrum of designing, developing and implementing the human capital programs and policies regarding recruitment, selection, placement, promotion, separation, position classification, position management, pay administration, employee benefits and awards, employee relations, career management, compensation, workforce planning, cultural change, succession management, and employee satisfaction.
MTQ 3. Demonstrated experience developing and implementing programs to measure and improve the effectiveness of human resources programs for a large federal organization with law enforcement mission requirements, with particular emphasis on high performing human resources operations.
MTQ 4. Demonstrated ability to meet and deal effectively with the constituency in a manner that best serves the best interest of management, meets operational needs and promotes customer service accountability, decisiveness, entrepreneurship, problem solving, and technical credibility.
