Capital Program Analyst
Graduation from an accredited college or university with a bachelor's degree in business, finance, engineering, public administration, management or related discipline. A minimum of five (5) years of progressively responsible executive level experience in financial or program management, budgeting, cost estimating, scheduling, engineering or public administration.
Experience in lieu of education will be considered if candidate can effectively demonstrate progressively responsible senior level experience in financial or program management, budgeting, cost estimating, scheduling, engineering or public administration.
Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.
This is a professional program analyst position responsible for providing management oversight of budgets for programs and projects contained in the Authority's Approved Capital Improvement Program (CIP), including all reimbursable capital projects, projects contained within the Transit Service Expansion Plan, and other projects approved by the Authority. The incumbent reports to the Capital Program Manager and assists in accomplishing the goals of the Department of Transit Infrastructure and Engineering Services.
Works closely with budget, oversight and engineering staff and other units in developing and implementing policies and procedures for providing program management oversight of budgets for the Authority's CIP and other capital projects.
Assists in developing criteria, standards, policies and procedures pertaining to project management oversight, ensuring consistency and adherence to WMATA policies and procedures and to FTA reporting requirements.
Assists in establishing work goals for the unit and providing professional support to ESVC and Authority staff.
Assists in planning and coordinating activities for evaluating and monitoring the status of the budgets for the CIP and other capital-related programs and projects and keeps management apprised of issues.
Assists in the development and administration of the annual operating and capital budgets including personnel cost, project expenditures, etc.
Assists in the preparation of status reports of the budgets for the CIP and other capital programs, in coordination with TIES and other Authority units.
Works closely with CIP project managers and other senior management to ensure adherence to approved or agreed-upon budgets, scope-of-work and schedules.
Reviews and monitors financial status of budgets for CIP projects, including budgets, commitments, obligations and expenditures, and provides monthly status reports to PLBE management.
Serves as subject-matter expert of budget developing and maintaining in-depth knowledge of all aspects of the program.
Responsible for advising PLBE management and DGM of budget status for all CIP and capital projects, identifying problem areas and recommending solutions to resolve the problems.
