  • To qualify for the GS-9, you must have at least one of the following:
    A. Have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service performing the following duties: 1) searching records, references, and historical material for case information; 2) preparing legal documents and written correspondence; 3) using electronic databases and document repositories 4) fact finding, problem analysis, problem solving, writing, interpreting regulations and policies, and applying a practical understanding of the legal activities; OR
    B. Have a master's or equivalent graduate degree; or two full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related; OR
    C. Have some specialized experience as described in A, but less than one year; and have more than one year but less than two years of education as described in B. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).

    To qualify for the GS-11, you must have at least one of the following:
    A. Have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service performing the following duties: 1) searching records, references, and historical material for case information; 2) preparing legal documents and written correspondence; 3) using electronic databases and document repositories 4) fact finding, problem analysis, problem solving, writing, interpreting regulations and policies, and applying a practical understanding of the legal activities; 5) applying basic legal principles and concepts, legal research methods, and data analysis techniques to perform independently recurring assignments which are typically covered by established precedents; OR
    B. Have a Ph.D. or equivalent doctoral degree; or three full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related; OR
    C. Have some specialized experience as described in A, but less than one year; and have more than two years but less than three years of education as described in B. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
    • Time-in-Grade: Federal employees must meet time-in-grade requirements.
