Unless you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have successfully completed a Senior Executive Service Candidate Development Program approved by OPM and been certified by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications listed below in addition to the Technical Qualifications. Your examples should be clear and concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. Each Technical Qualification and each Executive Core Qualification must be addressed separately and submitted with your application. Your narratives of the Technical Qualifications may follow this format as well. Narrative Statements for the ECQs must not exceed 10 pages. Technical Qualification Statements may not exceed 2 pages per qualification. If you exceed these limits, you will not be considered. If you do not submit narrative statements addressing the ECQs and Technical Qualifications for this position, you will not receive consideration.

ECQ 5 - BUILDING COALITIONS: This ECQ involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation.
1. Ability to review, analyze, and evaluate K-12 academic programs across a large geographic area, and develop and implement recommendations, initiatives, new curricula, and programs to address areas in need of improvement with measurable successful outcomes.
2. Demonstrated ability to link contemporary educational philosophies and economic priorities in the development and management of an academic program that produced positive student outcomes as measured against outcomes in other quality U.S. school systems.
3. Demonstrated ability to plan and develop a strong leadership team that will lead the planning, development and implementation of a strategic plan for K-12 Academic Programs that reflects the needs of the students in Indian Country.
Candidates for this position will need to meet the following basic education requirement to be considered for this position:
A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
B. Combination of education and experience - courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
Though candidates must possess the education or experience as identified above, candidates with a Master's or Doctorate are desirable. Salary: The Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 3 position where the minimum pay rate is set at the GS-15 Step 08 of the locality area at time of appointment. Please review the 2018 salary tables for the minimum pay for the locality you select.

- All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choice.

Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed.
