  • SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience must include a mastery of Federal Human Resource Management, travel and compensation, workforce management and development, performance management policies, resources and budgeting, and space management principles, concepts, regulations and directives; applying advanced Human Resources, pay and allowances, leave and benefits administration concepts and practices to provide
    advanced technical advice and assistance to program managers and HR staff; analyzing legislation and regulations for organizational impact and developing policies and programs to implement new pay and leave regulations; planning, organizing and directing administrative workload and functions; providing leadership and advice in the development and implementation of a Federal, Human Resource program; communicating and negotiating effectively to gain acceptance, commitment or compliance with program policies, regulations or resources.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-14 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Mastery of, and skill in applying, advanced HR principles; and pay, premium pay and leave administration principles, concepts, and practices, including multiple pay systems and authorities (e.g., title 5 and non-title 5), sufficient to: (1) serve as a staff-level advisor providing expert technical advice and assistance to program managers and operating HR offices; (2) develop and provide policy guidance on a wide range of compensation programs; (3) analyze proposed pay and leave legislation and regulations for impact on agency HR policies and programs; and (4) develop broad policies and programs to implement new pay and leave legislation, regulation, and court decisions.
    2. Knowledge of the full range of federal human resource management policies, principles, concepts, statutes, executive orders, regulations and other directives governing travel and compensation, workforce management and development and performance management.
    3. Knowledge of civilian personnel management principles such as recruitment, merit selection, job evaluation, job design, grievances, appeals, labor relations, civilian development, and the concepts, principles, policies and procedures pertaining to Human Resources (HR) management, resources budgeting, space management, etc.
    4. Ability to provide leadership, advice, and counsel in the development and implementation of a federal, human resource program.


    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

    FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
