- Have at least one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: (1) applying Human Resources (HR) methods, principles and evaluative methods to advise and resolve complex problems using HR principles ; (2) contributing to reports for management and employees to advise on payroll actions and statuses and initiating corrective actions to ensure proper reporting; (3) applying knowledge of automated payroll systems designed to support and supplement the processing of payroll actions (4) using HR knowledge to review, code and process personnel forms and actions relevant to the hiring process; and (5) conducting research to respond to inquiries and develop reports for dissemination to management, OR
- Have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education or a L.L.B or J.D., (if related); with a major field of study in one of the following areas: human resource management or business administration or other education that is directly related to the position that equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, (Transcript must be provided) OR
- Have a combination of the experience and education described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. (Transcript must be provided)
To qualify at the GS-11 level you must:
- Have at least one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: (1) applying Human Resources (HR) methods, principles and evaluative methods to advise and resolve complex problems using HR principles ; (2 )developing and creating reports for management and employees to advise management and employees on payroll actions, statuses and initiating corrective actions to ensure proper reporting; (3) using automated payroll systems to process a variety of federal payroll actions (4) applying federal HR knowledge to review, code and process personnel forms and actions relevant to the hiring process and other HR actions; and (5) conducting research to respond to inquiries and develop reports containing payroll and financial data for dissemination to management; OR
- Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education with a major field of study in one of the following areas: human resource management or business administration or other education that is directly related to the position that equipped you with the knowledge, skills and abilities to successfully perform the duties of the position, (Transcript must be provided) OR
- Have a combination of the experience and education described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. (Transcript must be provided)National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement.
