The Washington/Baltimore High Intensity Drug Trafficking Area (HIDTA) Program, housed within the George Mason University Center for Evidence-Based Crime Policy (CEBCP), Department of Criminology, Law and Society, invites applications for an Overdose Detection Mapping Application (ODMAP) Program Manager. The W/B HIDTAs mission is to disrupt the market for illegal drugs in the U.S. by assisting federal, state, local and tribal law enforcement participating in the HIDTA Program. To fulfill its mission, the W/B HIDTA funds drug law enforcement, treatment and prevention programs in Maryland, Virginia, West Virginia, and the District of Columbia.

The HIDTA Program is a federal grant program administered by the White House Office of National Drug Control Policy (ONDCP) to provide resources that assist federal, state, local and tribal agencies to coordinate activities that address drug trafficking in specifically designated areas of the United States. The W/B HIDTA developed the Overdose Detection Mapping Application Program (ODMAP), a syndromic surveillance system used to report and track fatal and non-fatal drug overdoses in real time. ODMAP supports public health and public safety entities across the U.S. in mounting a timely response to drug overdoses.

Responsibilities: The ODMAP Project Manager is responsible for the overall management of the ODMAP, to include, but not limited to: * Developing policies and procedures governing the use of ODMAP * Establishing an ODMAP training program * Creating outreach strategies that include web based materials, social media, and multi-media support * Presenting ODMAP at conferences and meetings nationwide * Managing ODMAP users relationships * Preparing and disseminating ODMAP reports * Monitoring laws and policies that impact data collection and ODMAP usage * Chairing meetings related to ODMAP implementation and maintenance * Advising ODMAP coordinators nationally, * Providing direction to the ODMAP technical team * Managing an annual ODMAP Users Conference * Overseeing the development of ODMAP analytical products, and * Maintaining ODMAP administrative records Required Qualifications: * Masters degree required; or equivalent experience in a public policy, law enforcement, or public health field and professional experience * Knowledge of web-based applications and MS Office products * Must be able to obtain a security clearance * Must exercise sound judgment to carry out activities independently * Must be willing to travel and stay overnight anywhere in the United States * Exceptional writing and public speaking skills * Ability to work effectively in an interagency environment with federal, state, and local law enforcement * Familiarity with law enforcement and public health policies and practices * Experience with analytical software tools * Expertise in working as a member of a team
