Performs entry-level professional tasks of limited difficulty in budget and/or fiscal management; and performs related work as required. Serves as the fiscal and budget support for the Office for Children's Head Start and Early Head Start Programs. Duties include:
BRIDGE CLASS EMPLOYMENT STANDARDS:Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.
This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.
The purpose of this bridge class is to promote upward mobility within the Fairfax Countyworkforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.
CERTIFICATES AND LICENSES REQUIRED:Valid driver's license.
PREFERRED QUALIFICATIONS:
Bachelor's degree in accounting, business administration, finance, or a related field with extensive knowledge and experience with bookkeeping, grants management, budgeting, database management, financial reporting, and managing multiple funding streams. At least five years of experience managing data via spreadsheets using Microsoft Excel, developing and managing budgets, and providing administrative and/or financial support to a program. Good oral and written communication skills. Ability to work independently and also in a team environment.
NECESSARY SPECIAL REQUIREMENTS:The appointee to the position must satisfactorily complete a criminal background check, Child Protective Services Registry check, and driving record check to the satisfaction of the employer. PHYSICAL REQUIREMENTS:

- Supports the fiscal operations of the Head Start and Early Head Start Programs including the monitoring, tracking and reporting of inventory, personnel, operating, capital equipment, budgets, revenues, and partnerships.
- Prepares payroll reconciliation, administrative cost reports, cost allocation plan verifications, and non-federal share reports for the Head Start and Early Head Start Program Grants.
- Administers Family Child Care (FCC) provider agreements, monitors FCC provider budgets, revenue and expenditures.
- Works closely with FCC providers to ensure they are meeting the federal fiscal requirements of their contract.
- Provides administrative grant support by reviewing, coding, filing, tracking and reconciling the Head Start and Early Head Start Program fiscal documents.
- Assists with budget training for FCC Providers, parents, Policy Council, and staff.
- Assists with federal, state, and county audits of the Head Start and Early Head Start Programs.
