Financial Specialist II

Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Our department also serves as the gateway to much of the county's economic development, reviewing over 26,000 building and site plans, issuing nearly 60,000 building permits, and conducting over 216,000 building and site inspections each year. Develops, implements, organizes and manages the financial reconciliations of all the following deposit accounts related to past, current and future county projects to ensure the integrity and accuracy of the financial records: future construction escrows, county proffers, conservation agreements and completion agreements. Oversees and audits the processing of all deposit accounts. Evaluates and recommends improvements to standard operating procedures for all deposit accounts. Monitors the research and reclassifications of existing accounts. Designs and produces monthly/quarterly/annually financial reports on the deposit accounts for LDS management team, Internal Audit, Department of Finance (DOF) and the Auditor to the Board of Supervisors. Manages and supports the billing and accounts receivable processing. This position is under the supervision of the Financial Specialist III.
NECESSARY SPECIAL REQUIREMENTS:The appointee to this position will be required to complete a criminal background check, and a credit check to the satisfaction of the employer.
Excellent knowledge of generally accepted accounting principles. Demonstrated ability to successfully solve problems in a team-based, collaborative environment, ability to balance multiple priorities and consistently meet established deadlines. Demonstrated ability to work and collaborate across multi-agency teams. Manage and monitor shared project responsibilities. A bachelor's degree in accounting from an accredited four-year college or university. Significant experience with local government financial accounting and reporting or auditing. Working Knowledge of Plans and Waiver System (PAWS) or similar Land development software. Extensive experience with SAP or a similar type financial software, including invoicing and collection process and financial monitoring. Advanced knowledge and skill in the use of Microsoft Office computer software, especially Excel, Word, Outlook, applications.
Duties are generally sedentary and performed in a normal office environment. Ability to operate keyboard driven equipment and retrieve documents from file cabinets. Duties are performed with or without reasonable accommodation.
