Job Title: INTELLIGENT TRANSPORTATION SYSTEMS (ITS) MAINTENANCE MANAGER Closing Date/Time: Continuous Salary: $57,262.40 - $98,571.20 Annually
Job Type: Full-Time Location: 4300 29th Street South, Arlington, Virginia       Arlington County's Department of Environmental Services has an exciting opportunity to manage one of the Country's most advanced traffic signal and streetlight networks. This ITS Maintenance Manager is responsible for the maintenance and operations of 296 traffic signal intersections and nearly 7,500 County-owned street lights. The County also provides assistance to Dominion Energy's (DE) 13,000 roadway lights located in Arlington County. The employee will supervise the Traffic Signal & Streetlight Field Operations. The current traffic signal and streetlight team consists of two (2) field managers and eight (8) field technicians who work in an organization designed to encourage individual empowerment and team accountability.

Specific duties include:
  • Planning, scheduling and coordinating signal and streetlight maintenance work and installation projects;
  • Establishing and implementing preventive maintenance plans for traffic signals and streetlights;
  • Identifying and establishing performance management standards to accurately evaluate the performance of the two programs;
  • Identifying and implementing workflows using the County's asset management system, and establishing program tracking and management systems using database tools such as GIS, MS Asset, Cartegraph, etc.;
  • Coordinating the work of County-approved contractors for maintenance related activities and managing pre-construction meetings with contractors and providing input to construction planning;
  • Evaluating proposed new equipment, and designing and constructing tests of new equipment;
  • Developing and implementing a continuing education program to enhance the maintenance skills of all staff within the unit and to keep the staff up to date with current technologies;
  • Communicating with internal and external stakeholders and customers following County communication guidelines.
The ideal candidate will possess technical expertise in the installation, maintenance and repair of traffic signal and streetlight systems and will have experience working in an operational environment where emergency response and teamwork are essential. Excellent communication skills are necessary to facilitate customer interactions.
 Selection Criteria: Minimum: A combination of education and experience that demonstrates an in-depth knowledge of traffic signal and streetlight repair and maintenance, public works operations, traffic engineering, or street maintenance, including technical and operational oversight, plus the ability to manage projects and budgets; train, supervise, and evaluate trades workers; and work collaboratively with other agencies, contractors, and citizens.

Typically, this combination of experience and education is obtained through a High School Diploma, GED, or Graduation from Vocational School, and significant experience as a trades worker, trades team leader or senior trades worker in the management of traffic signal repair and maintenance or other directly related experience making electronic and electro-mechanical repairs and some responsibility for providing guidance, team coordination, direct supervision, or other similar level leadership work.

Substitution: Additional qualifying experience may be substituted for up to two years of the education requirement on a year-for-year basis.

Desirable: Preference may be given to candidates who possess a bachelor's degree in a related field and/or experience in one or more of the following:
  • Using the National Electrical Code (NEC);
  • Using asset management systems such as Cartegraph;
  • Implementing traffic management systems;
  • Familiarity with Intelligent Transportation Systems (ITS), traffic modeling software, GIS applications, and Microsoft Office applications; and/or
  • Successful completion of coursework in civil or traffic engineering, public administration, construction management, or in a field directly related to position.

 Special Requirements: 1) Applicant must possess at the time of hire, a Driver's License from his or her place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of his or her official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.

2) Applicant must possess or obtain within one year of appointment, a Level I International Municipal Signal Association (IMSA) Traffic Signal Field Certification and an IMSA Level I Roadway Lighting Certification.
 Additional Information: Work Hours: 6:00 a.m. - 2:30 p.m., Monday through Friday. Overtime may be required due to scheduled projects and emergency callbacks.
