Job Title: DIGITAL EXPERIENCE & TECHNOLOGY INNOVATION DIVISION CHIEF Closing Date/Time: Continuous Salary: $99,153.60 - $186,118.40 Annually
Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       Arlington County Government, named the #1 digital County in the nation for a second straight year, is looking for a dynamic and forward thinking leader to join our Department of Technology Services (DTS) as Division Chief of Digital Experience and Technology Innovation. This individual will be responsible for defining and maintaining a technology innovation roadmap for the Department to recognize and stimulate creative non-traditional ideas which will add value to the County. The Division Chief will lead efforts to improve the County's digital presence to include communicating the County's  vision of building effective digital solutions to advance a seamless consumer experience with "a resident first" mindset in a mobile first and web centric environment.

Reporting to the CIO, the Division Chief will partner with internal and external business leaders and business users to define digital technology needs, design solutions, balance appropriate expectations, and assure successful outcomes. This Division Chief provides leadership to a team of professionals responsible for collaboration services, application development, technology innovations, and open government to include data analytics and process analysis. The Division Chief will manage priorities, risks, and expenses to successfully build and deliver a portfolio of high quality digital solutions on-time and within budget. 

Specific duties include:
  • Foster individual and collective creativity; generating ideas and concepts, ensuring a culture of learning and innovation;
  • Develop mobile and web applications;
  • Lead the County's collaboration initiatives to include Office 365, SharePoint, Skype and other Microsoft products;
  • Coordinate the collection and provisioning of open data platform to support the County Manager's priorities for a transparent government;
  • Leverage County data resources to create data analytics to guide County decision making;
  • Improve and report on solution performance and digital experience using key metric & qualitative goals; and
  • Lead efforts from the visionary stage through production while demonstrating empathy for, and engaging with, staff and end users, and promoting a resident, constituent-first perspective.

 Selection Criteria: Minimum: Bachelor's degree in Computer Science, Computer Engineering, Information Systems or a related field plus extensive experience leading and managing similar fast-paced technology environments to include experience in the following:
  • Developing wide-ranging, unique, technical and business proposals and creative, collaborative, web and mobile technology solutions to enhance the end user's digital experience; and
  • Identifying, socializing, testing, and delivering high value digital solutions from conception to completion.

Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis.

The ideal candidate will have experience developing innovative approaches to enhance the automation of a County Government and improve citizen-facing information services. This leader serves as a trusted advisor with strong written and verbal communication skills, and a proven record of leading teams to include collaboration on goals, and needs of stakeholders that foster business alignment and growth while using discretion with confidential information.

Starting salary will depend upon the qualifications and experience of the candidate selected and is negotiable up to $184,246.40. This position is in the Arlington County Government's Senior Management Accountability Program (SMAP), in which Senior Program Managers are evaluated and compensated based on a performance agreement linked to the County's Management plan, and results achieved, among other criteria.
