You qualify for the 09 grade level (starting salary $56,233) if you have at least one specialized experience equivalent to the GS-7 grade level in the federal service which has given you the knowledge, skills, and abilities to successfully perform the duties of the GS-9. Specialized experience at this level may include: experience analyzing and evaluating the effectiveness of program operations; independently, developing, designing, documenting and implementing reports; providing technical advice on program operations; preparing data summaries for inclusion in routine and special reports; and participating in discussions, meetings and conferences with senior leadership and external agencies to present conclusions and recommendations. Education may be substituted for experience at the grade 11 level; see below for additional information.

In addition to the above, applicants must demonstrate knowledge of researching, organizing and analyzing data from a variety of sources such as programs, case studies, and/or policies to draw conclusions and write reports that focus on deterring, identifying, and addressing fraud, waste, and abuse.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
