  • Time-in-Grade Requirements: Merit promotion applicants having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-5 level is required to be eligible for the GS-6 level. One year at the GS-6 level is required to be eligible for the GS-7 level. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted. Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.

    Minimum Qualifications:

    To qualify for the GS-6 level, applicants must have at least one year of specialized experience equivalent to the GS-5 level in the Federal service that included: 1) processing a full range of Human Resources actions for primarily General Schedule (GS) pay plans in accordance with appropriate laws and regulations; 2) establishing and maintaining electronic Official Personnel Folders (e-OPF) in accordance with Federal and agency policies and procedures; 3) utilizing the Guide to Processing Personnel Actions for instructions on processing and coding personnel actions; 4) assisting in identifying and resolving payroll-related issues; and 5) performing mathematical calculations in order to determine personnel service computation dates, appropriate pay adjustments and with-in-grade increases.     To qualify at the GS-7 level, applicants must have at least one year of specialized experience equivalent to the GS-6 level in the Federal service that included: 1) inputting personnel information, including personnel actions and records, into automated systems; 2) assisting HR offices with ensuring that personnel actions are processed in accordance with documented timeframes and commitments; 3) making decisions and recommendations in terms of obtaining additional information; 4) outlining options and recommending appropriate actions to solve problems in written reports or briefings; and 5) processing new hire data, promotions, separations, and transfers through PeopleSoft or similar automated systems.     Background Investigation: All selected applicants must undergo and successfully complete a background investigation for Suitability as a condition of placement in this Non-Sensitive level position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
