Applicants must meet the requirements of either A or B:
A. Qualifications based on meeting all of the following criteria: 1) Certification at the level of FAC-C Level III, DAWIA Level III or equivalent courses (see note below) and 2) A minimum of 4-years of experience in contracting or related positions of which at least 1 year is specialized experience comparable in scope and responsibility to the upper range of the NY-03 pay band which is at,or equivalent to the GS-13 level in the Federal service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. This experience includes contract negotiation, termination and administration of complex awards over $150,000; advising management on procurement/contracting policy, regulations and processes; processing requirements from acquisition planning through contract closeout; and leading a team responsible for planning, negotiating or managing various aspects of the procurement process.
B. Meeting the qualifications based on OPM's "grandfathering" provision after having occupied a position equivalent to the GS-14 level in the 1102 series, on or prior to January 1, 2000, without a break in service. Such experience includes working with a wide range of contracting methods and contracts to plan and carry out pre-award and post-award procurement actions.
NOTE: Classes taken for FAC-C certification purposes starting with CON must be taken from a training provider (commercial vendor, college or university, or another organization) whose class has been determined by DAU to be DAU Equivalent. A class taken for FAC-C purposes starting with FCN must be taken from a training provider (commercial vendor, college or university, or another organization) whose class has been verified by FAI.

In addition to meeting the qualifications above, applicant who qualify under the requirement of "A" must also meet the following:
Completion a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. An unofficial transcript from your college/university must be submitted with your application package or you will be eliminated from consideration.
Waiver: The hiring manager may, at his or her discretion, waive any or all of the requirements of experience and education if it is determined that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. These exceptions will be considered on a case-by-case basis.
