  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to several nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to possess a current [Emergency Medical Technician-Basic/First Responder] certification.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.

To qualify for this position at the GS-14 grade level, you must possess all of the following minimum qualifications by close of the announcement.
Specialized experience GS-14: You must have one year of specialized experience equivalent to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that has equipped you with the knowledge skills and abilities to successfully perform the duties of the position. For this position, it must include: serving as a Program Manager for regulations, jurisdiction and special park uses; analyzing and drafting proposed legislation and regulations; resolving issues related to jurisdiction and special park uses; writing position papers on issues affecting an agency; reviewing, recommending and formulating policy and guidance; and supervising a staff, performing the full range of supervisory duties.

Specialized experience is experience that has equipped you with the knowledge skills and abilities to successfully perform the duties of the position. For this position, it must include: serving as a Program Manager for regulations, jurisdiction and special park uses; analyzing and drafting proposed legislation and regulations; resolving issues related to jurisdiction and special park uses; writing position papers on issues affecting an agency; reviewing, recommending and formulating policy and guidance; supervising a staff, performing the full range of supervisory duties; serving as an expert for legislation, jurisdiction within an agency; implementing congressional policy; and providing professional and expert technical advice and assistance on the subject of legislation and jurisdiction.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

There is no substitution of education for experience at the grade level(s) of this announcement.

Travel, transportation, and relocation expenses will not be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.

Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Physical Demands: Office work occasionally requires long hours of desk work and can be stressful in that the incumbent is often faced with short deadlines, conflicting priorities, and must occasionally resolve conflicting viewpoints. The work entails periodic travel. Site-specific field work associated with program responsibilities may involve occasional strenuous activity, exposure to rugged terrain, and travel by small plane, helicopter, watercraft or specialized vehicles.

Working Conditions: Most work is performed in an office setting, but field work can entail a wide variety of geographical settings and exposure to natural elements and weather extremes.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
