GS-05: One year of specialized experience equivalent to the GS-04 grade level in the Federal service. Specialized experience is defined as: performing procedures associated with recording, reporting, processing, and keeping track of budgetary transactions. GS-07: One year of specialized experience equivalent at the GS-06 grade level. Specialized experience must include broad knowledge of agency procedures and processes covering a wide range of budgetary transactions involving two or more appropriations with different guidelines or a comparable mix of appropriated funds and/or revolving fund accounts to process and extract budgetary data from a variety of forms, documents, and reports.
I have one full year of graduate level education or superior academic achievement.
GS-08: One year of specialized experience at the GS-07 grade level or equivalent under other pay systems in the Federal service. Examples of specialized experience includes in depth practical knowledge and understanding of commonly used budgetary and logistics financial management processes; ability to work accurately with figures.
GS-09: One year specialized experience equivalent at the GS-08 grade level or equivalent under other pay systems in the Federal service. Examples of specialized experience includes knowledge of the application of procedures, methods, and techniques which support the analysis and administration of the budget. Knowledge of a wide variety of budgetary methods, practices, policies, procedures, regulations, and precedents; and a wide range of sources, types, and methods of funding.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
3. Knowledge of the missions, roles, functions, organizational structures, and operation which govern interface with and/or influence the systems acquisition process and integrated life cycle management.
4. Ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.
5. Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
