MEDICAL REQUIREMENTS - The duties of positions in this series require moderate arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints Is required. Arms, hands, legs, feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer must not exceed 35 decibels at 1000, 2000, and 3000 Hz (Hertz) levels. Since duties of these positions are exacting and responsible, and involves activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or others would result in the applicant being disqualified.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. When uploading your MTQs, choose the supporting Document Type called MTQ.
MTQ1: Senior-level experience in effectively conducting, and leading complex cyber-related criminal, civil, and administrative investigations of fraud and/or ethics violations involving Federally funded programs and operations.
MTQ2. Possesses and applies extensive knowledge of information technology and operations for the purpose of developing risk-based IT audit plans and an oversight approach for conducting highly complex reviews and performance audits of diverse, geographically dispersed IT resources and operations.
MTQ 3: Expert knowledge of OIG programs and operations and their interoperability between investigative and audit mission requirements.
MTQ 4: Expert knowledge in leading the development and production of high-quality work products (e.g. audit and inspections reports, testimony, correspondence, briefings) that are in conformance with government standards.
MTQ 5: Provides expert guidance and oversight for implementing ITACCI IT strategies to support audit and investigation requirements, with special emphasis on the delivery of data analytics support and products. Extensive knowledge and experience overseeing the certification and authorization (C&A) process.
When responding to the MTQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.
Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.

TRAINING REQUIREMENT - The candidate must successfully complete or have completed the Basic Criminal Investigator Training Program at the Federal Law Enforcement Training Center, Glynco, Georgia, or an equivalent course. Retention in the position and payment of the special rate is subject to successful completion of this training.
PRE-EMPLOYMENT PHYSICAL REQUIREMENT - The candidate must pass a pre-employment physical examination meeting the physical fitness standards established by the Department. The candidate must be physically vigorous, thus enabling his/her to work long hours under adverse conditions.
LAUTENBERG CERTIFICATION - Employees are often required to carry a firearm during performance of duties and must maintain firearm proficiency. This position requires you to be authorized to carry a firearm. Therefore, It Is subject to the Lautenberg Amendment, 18 U.S.C. Section 922(g) (9), and you will be required to verify that you have not been convicted of a misdemeanor crime of domestic violence.
FEDERAL LAW ENFORCEMENT RETIREMENT COVERAGE - This position is covered by the special retirement provision for Federal Law Enforcement Officers (FLEO). Candidates without previous FLEO service must be under age 37. Those with current or prior FLEO coverage will be considered only if they can demonstrate that they will have completed 20 years of covered service by the mandatory retirement age of 57. This position is approved for Secondary Law Enforcement coverage under 5 U.S.C. 8331(20) or 5 U.S.C. 8401(17).
DRUG TESTING REQUIREMENT - In accordance with Executive Order 12564, the individual selected for the position is required to submit to a urinalysis prior to appointment to screen for illegal drug use.

Applicants will be evaluated by a Qualifications Review Panel of senior officials. The panel will rate and rank applicants on the basis of the quality and extent of total accomplishments, experience and education. The panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the mandatory executive core qualifications requirements. Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The Panel will rate and rank your resume against each mandatory technical qualifications and mandatory executive core qualifications to determine the best qualified candidates.
